CAT Media Officer Job Description

Job Title: Zero Carbon Britain Communications Officer

Status: Full Co-op Member (One year post) Subject to the satisfactory completion of a six month probationary period

Zero Carbon Britain Project Director

Persons responsible for: ZCB Communications Volunteers

Salary: £17,485 per annum

Working hours: 40 hours per week

This post will involve some weekend and evening work

Job summary:

An exciting opportunity to be part of a communications project that will change policy and attitudes about the UK’s response to climate change, energy and the economic crisis.

Zero Carbon Britain is a new energy strategy for the UK that aims to reduce Britain’s emissions from fossil fuels to zero in 20 years. We want an ambitious person to turn this report into reality by communicating the findings with key policy makers, civil society and the general public.

The report aims to bring about change in the key areas of climate and energy policy, public understanding and societies’ response to the challenge.

All Permanent Staff – Cooperative Duties

· To attend a minimum of 6 monthly staff meetings per year (or such other number as may be agreed with the Management Group).

· To consider issues presented to the staff body and be involved in the consensus decision-making process regarding such issues.

· To input to policy development when policies are proposed by the Directions Team

· To input to the strategy process when requested by the Directions Team.

· To comply all CAT’s policies and processes as they are amended from time to time. To read and act upon policies and processes as they are approved.

· To be responsible for own health and safety plus that of others as defined in the job description. To report to the Health and Safety Committee any matters of concern regarding health and safety.

Responsibilities:

In consultation with the steering group, Research Director and Project Director, develop and coordinate a comprehensive outreach and communications programme for 2010 that supports the project aims, including:

  • With support from the ZCB steering group agree key areas of policy change, attitude change or other goals to be achieved by the project.
  • With support from the ACB steering group design a strategy for achieving these changes.
  • With support from the ZCB steering group design specific plans that use the media, public relations, lobbying, events and public engagement to bring about the agreed policy and attitude changes.
  • In liaison with CAT Human Resources department, to recruit and coordinate volunteers to work on the project.
  • Build a network of sympathetic organisations who are prepared to use their influence to help us bringing about the kind of change ZCB calls for.
  • Build a network of willing individuals who are prepared to act as ambassadors for the project and to use their voice as citizens to bring about the kind of change ZCB calls for – including CAT members, donors, students etc.
  • Working with the CAT media department design a strategy that uses the media to bring about the changes the report calls for. Work with the CAT media report to promote the report as a whole, as well as individual chapters to specialist media outlets.
  • With support from the external relations director (and other relevant staff) design and implement a public affairs strategy with the aim of achieving key policy wins, as described in the ZCB report. This may include presentations to policy makers, lobbying and attending party conferences.
  • With support from the relevant staff identify the key messages for the campaign and design an effective strategy for communicating those messages to specific audiences using appropriate delivery channels.
  • Consider and plan appropriate revenue generating activities for the project.
  • Prepare and give presentations of the ZCB report as appropriate in line with the communications strategy, timeline and needs of the other departments at CAT.
  • Create outreach material, including: web, print presentation and animation.
  • Coordinate communications budget and feedback on a quarterly basis.

Person Specification:

Essential: 

· Demonstrable experience of designing and implementing a campaign/ Communication strategy.

· Experience of coordinating Parliamentary lobbying and outreach activities.

· Experience of coordinating grass roots/ Community based campaigns.

· Experience of coordinating launch events and other communications events.

· Experience of building links with other organisations and using those connections effectively.

· Experience of working with the media and doing media interviews.

· An understanding of the UK political landscape.

· An understanding of the UK climate movement and how to build links with other organisations.

· Commitment to aims and principles of Zero Carbon Britain and bringing about change at national, political and community level.

· An excellent understanding of the communication techniques specific to communicating climate change – and practical experience of using those techniques effectively in projects.

· A good grasp and previous experience of working on projects that bring about positive change.

· A good level of computer literacy.

· Demonstrable skills as a lively communicator, a good writing style and an engaging public speaker.

· Tidy appearance.

· Good time keeping and punctuality.

· Applicants must be available to start before May 2010.

Desirable Skills: 

· Strong record of continuous attention to detail

· Knowledge of one or more of the main areas of Zero Carbon Britain.

· DeskTop Publishing experience.

· Web experience.

· Strong interest in own professional development and training.
