The Department (the Australian Partner Organisation [APO]) is seeking to nominate a candidate for a volunteer assignment through AusAID’s AYAD (Australian Youth Ambassador for Development) program. The Department leads Australian Government engagement on the Coral Triangle Initiative on Coral Reefs, Fisheries and Food Security (CTI), and a number of other regional marine related fora. Timor Leste also participates in several international marine related fora that are designed to share knowledge and skills across the region to ensure each country has greater impact in their efforts to improve marine conservation and management. These fora include CTI, The Arafura Sea and Timor Sea Expert Forum (ATSEF), Partnerships in Environmental Management for the Seas of East Asia (PEMSEA), and the Regional Plan of Action (RPOA) to Promote Responsible Fishing Practices Including to Combating Illegal, Unreported and Unregulated (IUU) Fishing. Timor Leste have recently taken on responsibility of the Regional Secretariat for ATSEF and so are also responsible for coordinating communication and meetings between ATSEF members in Australia, Indonesia and Timor Leste. It is important to note that all of these fora have separate governance processes, however they have related and sometimes overlapping goals.
The Timor Leste Ministry of Agriculture and Fisheries (MAF) leads the Country’s regional fora engagement, however staff lack experience in basic administration, planning skills, corporate functions, and communication skills, particularly as they relate to engaging in regional fora. The primary objective of the volunteer assignment is to help establish procedures and communications protocols, provide mentoring support to support the establishment of linkages between fora, and enhance Timor Leste’s ability to successfully participate in these fora.
