Vietnam: International Rural Development Experts

ORGUT is seeking international experts for the following positions for a rural development programme in Vietnam:

1) Rural Development Engineer (Team Leader)

Besides leading a large multidisciplinary national/international team, this position requires advanced skills in procurement, disbursement and liquidation of expenditures following ADB and AFD procedures; design, planning and supervision of implementation of rural infrastructure projects, safeguard and benefit monitoring activities; advising on O&M issues; institutional capacity building; programme reporting. The post requires a relevant academic background (minimum MSc) and at least of 10 years experience in rural development with a focus on infrastructure, of which five from Viet Nam or similar South East Asian country. Knowledge of ADB programmes in SE Asia and Vietnam experience a merit.

2) Training Coordinator

This international training coordinator will stream-line capacity building initiatives and ensure all training delivered is relevant and effective. He/she has solid experience in design, implementation and follow up of training needs assessments; training module preparation; training programme coordination, monitoring and reporting. The specialist has general tertiary qualifications in education related field and at least 10 years experience in training institutions or training related activities. SE Asia/Vietnam and ADB experience is a strong merit.

3) M&E Expert

This experienced M&E specialist will work with project benefit monitoring and evaluation (PBME). He/she will review of monitoring and evaluation procedures, design of M&E systems, baseline survey design and performance monitoring and reporting. The specialist will have tertiary qualifications in rural development or a related field and have at least 10 years experience as a PBME specialist or related area. SE Asia/Vietnam and ADB experience is a strong merit.

4) Maintenance & Operation Expert

This specialist will identify major O&M issues and problems in rural infrastructure projects, propose systems improvements, appropriate maintenance programs and design O&M awareness and training campaigns. He/she will examine engineering designs, follow up application of O&M procedures, ensure community participation and report on effective implementation. The specialist will have tertiary qualifications in infrastructure engineering with a minimum of 10 years experience from SE Asia of which at least 2 years are from Viet Nam. ADB experience is a merit.

5) Indigenous Community and Gender Expert

The specialist will support initiatives in community development and gender activities. He/she will increase communities involvement in irrigation and water supply investments; review mechanisms for community participation in projects; identify, recruit and train participation promotion agents; build capacity building in implementing institutions and monitor and report on progress. The specialist will have tertiary qualifications with at least 10 years experience from SE Asia of which at least 5 years are from in Viet Nam.

6) Resettlement Expert

The specialists will ensure that resettlement procedures are followed and train implementing staff. He/she will review resettlement frameworks and plans including investment proposals, land acquisition and resettlement plans. He/she will carry out random field assessments; support relocation activities; develop training material for land acquisition and resettlement, disclosure, grievances and consultations and assist in setting up independent M&E and report systems. He/she will have tertiary qualifications in an appropriate discipline and will have more than 10 years experience in resettlement for internationally funded projects, some of which are from Viet Nam. Working experience with ethnic minority groups and knowledge of standard Vietnamese government procedures and ADB and AFD policies are a merit.

7) Environment Expert

The expert will ensure that subprojects have environmental management plans and apply mitigation measures. He/she will establish performance monitoring and reporting formats; brief implementers on environmental requirements; identify training needs and conduct environmental safeguard trainings; develop environmental monitoring and reporting formats and carry out field monitoring. The specialist will have appropriate tertiary qualifications in environmental science or natural resource management and will have more than 10 years experience working with environmental management for internationally funded development projects, some of which are from Viet Nam.
