Background

The Government of Jharkhand has designated the Forest Department to work on Climate Change issues. UNDP under its partnership with the Jharkhand Government has formed a State Climate Change Cell for providing advisory services to the state government on climate change adaptation issues in Jharkhand.
 
Jharkhand State Climate Change Cell (JSCCC)
 
Realizing the fact that climate change is affecting the state the Government of Jharkhand assigns high priority to the issues of Climate Change and is developing clear action strategies to deal with impacts of climate change and building inter-sectoral coordination and integration of climate Change concerns in the policy and programs of line departments.  The JSCCC will work on:
  • Knowledge Products on climate change developed for use by multiple stakeholders including simplified issue briefs listing of mitigation and adaptation options;
  • The climate change cell will provide enhanced outreach on Climate Change issues and will develop network with organisations working on issues related to climate change in the region;
  • The cell will support capacity development of Government officers for mainstreaming Climate Change Concerns.
Under the overall supervision of the Addl PCCF direct supervision of UNDP- Advisor (climate Change) the position of the Technical Support- Environment is seen as a key resource for providing Technical Assistance and Advisory Support to the State Climate Change Cell and the state Government. The Technical Support will work under the guidance of UNDP.

 

Duties and Responsibilities

The Technical Support - Environment will perform the following task:
 
Technical Support:
  • Provide high level technical support on Environmental issues;
  • Provide support for the identification of project partners/ agencies of appropriate experts, consultants and explore possibilities of mutual support on issues related to Environmental Management;
  • Develop and maintain a vibrant network of academic institutions, NGOs and other stakeholders working on climate change adaptation;
  • Assist in collection and collation of knowledge on Environmental issues- national as well as global.
Project Management:
  • Assist in coordination of implementation of projects and other activities of the center;
  • Assist in preparation of Annual Work Plans for Environment related activities;
  • Prepare ToR/ RFP for engaging experts / agencies for the various projects of the center;
  • Contribute in raising awareness among key actors, in particular at government level, regarding Environment promote, identify and support the replication of effective community based adaptation models;
  • Facilitate implementation of capacity building activities. Facilitate and coordinate with the outreach centers of the JSCCC;
  • Assist with the development and maintenance of monitoring, evaluation and reporting mechanisms to effectively monitor the progress of various components of the project.

  • Enhanced technical capacities at sub-national level for preparation, implementation and financing of climate change adaptation strategies.The Technical Support - Environment will perform the following task.

Required Skills and Experience

Education:

  • Master’s in Environmental Studies/Natural Resources/climate Change or related field.
Experience:

Relevant:
  • Minimum 3 years of experience on climate change or environmental issues;
  • Familiarity with database development and management, and GPS/GIS is essential.
Desirable:
  • Experience of Project Management/Working with Governments/ NGOs/ Donors/ Civil Society on similar assignments will be preferred.
 
 

Language: 

  • Excellent oral and writing skills in English and Hindi;
  • Language skills common in the programme State is preferred.
