Description

There is a growing concern globally that development must observe the socio-economic and environmental
pillars in order for it to fulfill long-term objectives. The sustainable development process requires
investment in opportunities that will not create a socio-economic debt in the future nor compromise the
resilience capacity of the environment to support growth. Sustainable development is in this respect,
a comprehensive concept which embraces all facets of human life and thereby has implications on
adequacy of national policies and strategies.

During the NDP 10, an Environment and Climate Change component will be implemented as part of the
United Nations Development Assistance Programme (UNDAF). The various activities that are to be
undertaken during the programme range from environmental information systems, organizational structures,
environmental legislation, multilateral environmental agreements, integrated water resources management,
community based natural resources management and development of the National Sustainable Development
Framework. The development of this framework will draw from lessons and experiences in implementing the
diverse development and environment polices and implementation of multi-lateral environmental agreements
ratified by Botswana. A suite of activities has been programmed under the UNDAF to contribute to the
development of effective tools towards enabling the implementation of the sustainable development goals
and more strategically alignment of programmes to the global Agenda 21.

Under the guidance and supervision of the UNDP Deputy Resident Representative, the Technical Advisor
for Sustainable Development will be recruited internationally, in accordance with the UNDP recruiting
procedures and appointed by UNDP to serve as the full-time Technical Advisor for Sustainable
Development. The position will be located within the Ministry of Environment, Wildlife & Tourism (MEWT)
with active liaison with sectors both within and outside the MEWT. 

The Technical Advisor for Sustainable Development is fully accountable to the Programme Manager for the
Environment and Climate Change Group.

 

Duties and Responsibilities

  • Facilitate the development of the NSSD Programme
  • Organize national stakeholder consultations on the NSSD concept and understanding of
    obligations of Multi-Lateral Environmental Agreements (MEAs)
  • Design mainstreaming tools to guide stakeholder uptake of the NSSD concept
  • Initiate processes for local Agenda 21
  • Determine the adequacy of national policy and legislative frameworks to enable the development
    of the NSSD and domestication of MEAs
  • Identify sector related sustainable development needs
  • Facilitate the implementation of the action plans of the National Capacity Self Assessment for
    MEAs.
  • Facilitate the development of indicators for sustainable development as well as those for
    ratified MEAs.
  • Liaise with international sustainable development institutions for leveraging international
    best practice into the development of the NSSD Programme.
  • Identify synergies on ratified MEAs and recommend action at the appropriate levels
  • Support liaison function between MEWT and the Commission on Sustainable Development
  • Facilitate the preparation of the National Report on the Implementation of Agenda 21 and the
    Johannesburg Plan of Implementation and MEAs
  • Assess the relevance and level of performance of national programmes and projects to the
    sustainable development and MEAs obligations
  • Identify, assess and propose institutional capacity needs for implementation of the sustainable
    development strategies.
  • Facilitate the development and implementation of activities to drive the green economy
    programme
  • Identify potential funding opportunities for the sustainable development and MEA related
    programmes and projects
  • Enhance the objectives of existing national programmes to conform to principles of sustainable
    development 
  • Facilitate the capturing of data related to sustainable development for access by planning and
    policy making structures and input into the existing Environmental Information System (EIS).
  • Support any other Sustainable Development activities with a view to enriching the Environment
    and Climate Change component of the UNDAF programme

Required Skills and Experience

Education:

  • Masters Degree in environmental management, environmental science, environmental/natural economics,
    environment and development.

Experience:

  • At least 7 years experience in environment, climate change and development facilitation and advisory
    services.
  • Strong background in planning, policy analysis and development
  • Relevant experience in skills and capacity assessment and development
  • Extensive knowledge in area of the multi-lateral agreements and sustainable development
  • Proven extensive knowledge and experience of environmental roles and responsibilities of government,
    civil society organizations and private sector.
  • Strong communications and interpersonal skills.
  • Computer literacy in Microsoft Office (word, excel, outlook) and web-based applications.

Language:

  • Proficiency in the English language, spoken and written.
