Background

The Iona Park Manager will report directly to the Project Manager and indirectly to the Park Administrator (MINAMB) for the effective operational and technical management of the IONA Park within the framework of the project “National Biodiversity Project: Conservation of Iona National Park). He/She will maintain close working relationship with all stakeholders in government, donors, communities, CSOs and UNDP to coordinate his/her outputs and ensure synergy with other planned results. The Park Manager will have overall responsibility for the management of human and material resources for achieving the results in Component I of the project including rehabilitation works, capacity development and the establishment of systems and processes, to ensure sustainable management of the NP after the termination of current intervention. The Park Manager will have direct responsibility for the planning, management and monitoring of the park and project (component 1) staff, services, and equipment, under the strategic direction of MINAMB.

Duties and Responsibilities

Provide management, administration and monitoring of all project outputs and activities in Project Component 1 (in Iona NP), focusing on the achievement of the following results:
  • Prepare and oversee the implementation, management, administration and monitoring, of detailed workplans for component 1, based on the project workplans;
  • Ensure the timely and effective implementation of component 1 of the project;
  • Prepare and implement, in coordination with the Project Manager and MINAMB, a stakeholders´ engagement plan, as well as education and sensitization plans, for stakeholders in Iona NP;
  • Prepare terms of reference (and/or technical specifications) for, and procure the services of, consultants, sub-contractors and service providers, to be appointed under component 1, in coordination with the Project Manager and NPD;
  • Facilitate the procurement and acquisition of all equipment, tools and vehicles under component 1;
  • Oversight and reporting of the information, administration and financial management of both the park and the project outputs (component 1);
  • Supervise and coordinate the work of all park staff, consultants, specialists and sub-contractors, as related to the project component 1 in Iona NP;
  • Provide technical backstopping to all subcontractors and service providers, for component 1, in the park;
  • Prepare project progress and financial reports for component 1 and overall park performance reports, including the quarterly and annual reports for component 1, and any other reports as required.
Support MINAMB with the Iona National Park planning, management, and monitoring, by focusing on the achievement of the following results:
  • Facilitate the procurement, recruitment, appointment and deployment of all park staff in Iona National Park, by MINAMB;
  • Liaise closely with all relevant local, municipal, provincial and national government agencies, including all enforcement-related agencies, as required for the administration of Iona NP;
  • Liaise closely with stakeholders, implementing partners, private sector, NGOs, traditional leadership and communities, and any other stakeholders in Iona NP;
  • Identify, and liaise with, prospective donors, funders and implementing partners, for the park, in coordination with the Project Manager and the NPD;
  • Responsible, in coordination with the Park Administrator, for the preparation and implementation of an infrastructure and equipment maintenance and reporting programme in the park;
  • Responsible, in coordination with the Project Manager and  the Park Administrator, for the overall coordination of planning and day-to-day implementation, of the strategic and operational management plans for the park; 
  • Establish, constitute and host cooperative governance mechanisms for the park, in coordination with the Park Administrator;
  • Maintain a park communications programme;
  • Responsible, in coordination with the Park Administrator, for the preparation and on-going implementation of a programme of park patrolling, enforcement, visitor control, reporting, and compliance in the park;
  • Provide technical, operational, administrative and logistical support to research and monitoring initiatives in the park;
  • Manage and report incident responses in the park;  

Support capacity development, training and mentoring of protected area staff, focusing on the achievement of the following results:

  • Enable the on-going development of park staff skills and competencies through short-course training, on the job training and mentoring;
  • Provide mentoring to the Park Administrator, and to other senior protected area´s staff;
  • Liaise with counterpart conservation agencies, in coordination with the Project Manager and the NPD, for the implementation of a programme of information sharing, technical assistance, professional support and staff capacity development in the park;
  • Provide support to the development of partnerships, advocacy and knowledge sharing and training
  • Perform any other related functions as requested.

Required Skills and Experience

Education:
  •  Master’s degree in biology, environment, management, social sciences, economy, or a related field.
  • Diploma in park management or natural resources management; 
Experience:
  • At least 5 years of direct field experience in conservation areas (protected areas) management, preferably as a Park Manager;
  • Excellent technical skills base (e.g. engines, boreholes, pumps, roads, buildings, game capture, enforcement, etc.), and experience;
  • An aptitude to work effectively with and motivate conservation area staff at all levels;
  • Demonstrable ability to initiate and sustain effective communications with a wide range of stakeholders, ranging from government institutions to rural pastoralists; good written and presentation skills;
  • Good computer skills;
  • Experience in project management is desirable;
  • Experience in training and mentoring park staff;
  • Strong proven leadership capacity;
  • Proven capacity to function, solve problems and provide leadership under difficult conditions and in an isolated and remote environment;
  • Management experience in protected areas in the SADC context and especially in TFCAs an asset;
  • Experience and familiarity with the Angolan biodiversity and conservation areas and with MINAMB´s organizational structure desirable.
Language Requirements:
  • Knowledge of English and Portuguese is required.
