In line with UNDP’s strategy to enhance its support to country offices through the establishment of Regional Service Centers (RSCs), bringing together policy, technical, programmatic, operational, and coordination advisory resources and capacities from all the relevant Bureaus to ensure cohesion among the various services provided to country offices, the Energy and Environment Cluster is stationed in the UNDP LAC Regional Service Center. The UNDP Regional Bureau for Latin America and the Caribbean (RBLAC) is expanding its programme of technical support in budgetary planning on climate change issues to national governments and UNDP Country Offices, focused in the RIOCC platform (Red Iberoamericana de Oficinas de Cambio Climatico). These services will be primarily delivered through the UNDP Regional Service Centre (RSC) based in Panama. A Climate Investment and Financial Flows (I&FF) Technical Specialist is required to manage many activities related to this enhanced support. In addition to technical skills, it will be critical to have a total understanding of project management tools due to the project based activities related to the position.
| Duties and Responsibilities |
Reporting to the Energy and Environment Practice Team Leader in the LAC RSC in Panama and under the technical guidance of the Climate Change Regional Technical Advisor and the EEG Climate Change Policy Advisor, the Climate I&FF Techical Specialist will perform the following specific duties:
Summary of Key Functions:
• Support the implementation of the UNDP Energy And Environment (E&E) Climate Change Regional Strategy;
• Ensure the successful implementation of the “Long-term climate change investment and financial flows assessments and policies strengthened in region to face the challenges of the post-2012 climate change regime” project;
• Provide technical support to the RSC, Country Offices (COs), and national decision makers on I&FF assessments and policies and climate change budgetary planning issues related to the post-2012 climate regime in order to strengthen UNDP’s support to national governments.
• Ensure coordination with UNDP HQ in the implementation of global projects and corporate activities related to IF&F assessments, as well as any additional initiatives regarding the policy implications of economic planning for addressing climate change that may arise as a result of UNFCCC negotiations over a future climate change regime.
1. Support the implementation of the UNDP Energy And Environment (E&E) Climate Change Regional Strategy, by: • Strengthening RSC, CO and Executing Agency partner capacities to manage projects;
• Organizing and strengthening the Practice Information Management System;
• Providing support to COs, advising environmental focal points as well as consultants on procedural issues, approval processes and associated time-frames;
• Coordinating and managing information flow between COs & HQ on the regional portfolio and climate change policy related issues;
• Participating in cross-Focal Area dialogue, common strategic visioning, mainstreaming, programming, and other collaboration within the regional team;
• Supporting the development of strategic plans and partnerships, and liaising with other agencies and partners;
• Assisting with inception, contracting and start up of projects including establishment of indicators, benchmarks and work plans;
• Assisting, establishing and maintaining partnership with key donors and other actors;
• Generating knowledge products and stimulating knowledge sharing.
2. Ensure the successful implementation of the “Long-term climate change investment and financial flows assessments and policies strengthened in region to face the challenges of the post-2012 climate change regime”, by:
• Planning and coordinating all project activities and ensuring their appropriate implementation;
• Identifying and developing strategic partnerships with other institutions working on similar issues to ensure a coordinated approach and leverage additional financing for the project;
• Developing annual work plans and budgets and reporting on their implementation status;
• Preparing Terms of Reference (TORs) for inputs (individual and institutional consultancy services, organization of training, workshops, etc.) with expert technical support, as required;
• Supervising contracted consultants and institutions, and evaluating their performance in delivering outputs as described in their ToRs, ensuring inputs are processed in a timely and transparent manner;
• Ensuring technical backstopping to national and regional activities is provided in a timely manner and to an appropriate standard;
• Assisting countries to identify appropriate international and regional experts, as required;
• Reviewing products prepared by countries, providing guidance to countries and any additional backstopping entities;
• Providing strategic inputs and advice to the RSC, Regional Bureau and HQ, as needed.
3. Provide technical support to the RSC, COs, and national decision makers on I&FF assessments and policies and climate change budgetary planning issues related to the post-2012 climate regime in order to strengthen UNDP’s support to national governments, by:
• Sharing information related to I&FF assessments with the regional and HQ teams;
• Supporting the development of technical papers, presentations, advisory and briefing notes that provide climate change budgetary planning advice to decision makers in LAC and UNDP corporately;
• Ensuring the widespread dissemination of UNDP’s climate change activities to high level decision makers in the LAC region, through participation and/or organization of workshops, seminars, and other strategic interventions;
• Developing strategic partnerships with other institutions supporting the establishment of the post 2012 climate regime and following up with the regional and HQ teams;
• Providing climate change budgetary planning advisory services on policy issues for the projects and the RSC;
• Conducting analytical work related to the project, as required, and sharing findings and recommendations.
4. Ensure coordination with UNDP HQ in the implementation of global projects and corporate activities related to I&FF assessments, as well as any additional initiatives regarding the policy implications of economic planning for addressing climate change that may arise as a result of UNFCCC negotiations over a future climate change regime, by:
• Supporting the successful implementation of global Climate Policy projects in LAC countries;
• Liaising with HQ and developing a coordinated work plan that integrates the Global Climate Policy projects and the LAC Regional Programme;
• Reporting to the RBLAC, the EEP, or any other UNDP stakeholder on the progress of project implementation, including the allocation of funding provided by donors;
• Jointly supervising the performance and activities conducted by the Global I&FF Officer in LAC (together with the Global Project Coordinator).
Impact of results
• Increasing national capacity on I&FF assessments and policies and climate change budgetary planning issues related to the post-2012 climate regime in order to strengthen UNDP’s support to national governments in the region. |
