Background

UNDP Pakistan supports the government, institutions and people of Pakistan to improve livelihoods by providing sustainable energy solutions, maintaining the integrity of ecosystems and building capacities for climate change mitigation and adaptation. UNDP's hallmark approaches are policy reforms, institutional & human capacity building and innovative demonstrations in the field.

Within the overall context of the recently approved National Climate Change Policy, UNDP Pakistan endeavors to mainstream “climate change” as a priority in the government’s development agenda. UNDP is working towards this goal through the development and implementation of various climate change adaptation and mitigation programmes related to sustainable energy, water management and conservation of ecosystems.

The major sources of financing for priority environment and climate change actions in the country are the multi-lateral global funds, particularly the Global Environment Facility (GEF). A number of initiatives have been implemented with the support of Global Environment Facility, Multi-lateral Fund for Montreal Protocol and Clean Development Mechanism (CDM).  Recent launch of Climate Change Adaptation Fund, Special Climate Change Fund, REDD+ mechanism and announcement of Green Climate Fund opens new avenues for new programming that is aligned with the national priorities and meets the requirements of these funding mechanisms. This is an area where UNDP has historically been seen as the lead development partner of the government that provides capacity support to formulate and implement programmes that are aligned to the requirements of the global funds.  

Within the overall context of the UNDP’s Country Programme 2013-2017, UNDP Pakistan wishes to hire Climate Change Advisor who shall work under the guidance and direct supervision of the Deputy Country Directors Programme, focusing on developing a comprehensive portfolio of new programmes and projects to leverage additional resources; consolidation of existing portfolio; and providing technical advice to on-going projects under the Environment and Climate Change Unit.

 

Duties and Responsibilities

Summary of key functions:
  • Developing a comprehensive portfolio of new programmes and projects to leverage additional resources;
  • Consolidation of existing portfolio; and
  • Providing technical advice to on-going projects under the Environment and Climate Change Unit.
Developing a comprehensive portfolio of new programmes and projects to leverage additional resource focusing on achievement of the following results:
  • Identify priority areas in which new programming is needed, within the overall context of CCPD and CCPAP as well as the recommendations of the Outcome Evaluation of Environment & Climate Change Programme of UNDP Pakistan;
  • Review present and previous resource mobilization strategies and efforts by the E&CC Unit;
  • Liaise with the Consultant developing ECCU’s Resource Mobilization Strategy to make an inventory of the relevant existing and emerging sources of funding - globally , regionally and in the country - for environment and climate change related initiatives;
  • Oversee and backstop the development of new programmes and projects through staff of the Unit, project staff and (if required) short term consultants; and
  • Support the CO senior management in raising resources from local and global development partners.
Consolidation of existing portfolio focusing on achievement of the following results:
  • Conduct stock-taking of the work done to date by the Environment & Climate Change Unit of UNDP Pakistan focusing on elements such as alignment with national and UNDP’s global/regional/national priorities, effectiveness, efficiency and relevance in the post 2015 scenario;
  • Study relevant reports and studies, particularly the recently conducted Outcome Evaluation of Environment & Climate Change Programme of UNDP Pakistan, to identify priority actions for consolidation of UNDP Pakistan’s Environment & Climate Change portfolio;
  • Meet Government of Pakistan and provincial government’s key officials related to environment and climate change to assess their perspective on UNDP’s current portfolio viz. its relevance and efficacy;
  • Propose a revised vision and programmatic focus for the E&CC Unit enabling the categorization of existing portfolio in 3-4 key programmatic areas;
  • Suggest actions to create greater synergies among on-going projects within the context of the above; and
  • Propose measures to remove all such activities and projects from the existing portfolio which do not fit within the new programmatic focus.
Providing technical advice to on-going projects under the Environment & Climate Change Unit, focusing on achievement of the following results:    
  • Meet with all project managers/coordinators and relevant staff to identify commonly experienced gaps in technical knowledge and skills;
  • Develop short (2-3 day duration) workshops and seminars to help address these gaps in knowledge and skills;
  • Provide specific technical backstopping to individual projects on needs basis;
  • Help the Senior Management and SMU in reviewing new project concepts and project documents from a technical perspective; and
  • Provide technical inputs to various forums and committees formed by the projects and the government, on need basis.
Impact of Results:

The key results have an impact on the overall success of the UNDP’s Country Programme 2013-2017. In particular, the key results have an impact on the design, operation and programming of activities, creation of strategic partnerships as well as reaching resource mobilization targets.

Required Skills and Experience

Education:
  • Master’s Degree in Environment, Climate Change, Natural Sciences, Economics, Public Policy, or other related fields.
Experience:
  • Minimum 5 years of relevant experience at the national and international level. Substantive experience in areas like climate change and development, research and analysis, programme monitoring and evaluation and programme design and planning;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc), experience in handling of web based management systems.
Language Requirements:
  • Excellent command of written and spoken English.
  • Some knowledge of Urdu would be an advantage.
