Description

The Office of Climate Change and Development (OCCD), the predecessor organization to the Climate Change Development Authority (CCDA), was established in 2010 for the purpose of delivering on Pillar 5 of the Papua New Guinea (PNG) Government’s Vision 2050, setting development targets on climate change and environmental sustainability. In November 2015, the Climate Change (management) Act was passed establishing the Climate Change Development Authority, passing responsibility to the Authority, for implementing national commitments made by the Government of PNG under the UNFCCC adopted in New York on 9 May 1992 and the Kyoto Protocol adopted in Kyoto, Japan, on 11 December 1997 and accords to which Papua New Guinea has acceded to.

The fiscal arrangements for the CCDA and its ability to implement effective Climate Change programs are governed by the Climate Change (management) Act. This statute provides stringent rules for prudently managing the Authority’s finances and raising fees, levies and other charges on activities which may contribute to the emission of greenhouse gasses. Under the Climate Change Act (CCA), it is intended that the Authority should have sufficient revenue raising-powers to become financially self-reliant. 

Under the CCA, the Authority has established a Climate Change and Green Growth Trust Fund (CCGGTF) for raising levies, fees and charges on hazardous materials and activities which may contribute to greenhouse gas emissions. In line with the CCGGTF, the Authority may impose import levies or import fees - such as duties on the importation of diesel fuel, to support climate change and climate mitigation programs. Economic analysis already undertaken indicate that had such a revenue option been introduced, the Authority would have attained financial autonomy by early 2015.

A (Climate Change) Technical Specialist is sought to provide strategic advice and guidance to Senior Management of the Climate Change and Development Authority (CCDA) on key issues related to climate change policy and programming, as well as identifying revenue raising options needed to support the Authority in achieving national development targets and implementing programs to address impacts of climate change in Papua New Guinea. The incumbent will be based on a full-time basis in the premises of the CCDA in the Ministry of Environment and Climate Change.

Under the overall strategic guidance of UNDP Deputy Resident Representative and directly reporting to the Senior Climate Change Adviser, the incumbent will be part of the Energy and Environment Portfolio, and will provide technical support to CCDA and the National Designated Authority (NDA) of PNG with the implementation of various projects and initiatives, including those within the framework of the Green Climate Fund (GCF). This includes support with the implementation of GCF Readiness Project, as well as strategic advice on developing PNG’s portfolio of projects to be submitted for funding under GCF.
