NREL is seeking a Senior Project Development Advisor to provide unbiased advisory to decision makers considering energy efficiency (EE) and renewable energy (RE) projects. The projects are located on DOD bases, tribal lands and other properties. The work spans portfolio to individual project levels, and is intended to accelerate the speed and scale of EE and RE deployment by assisting clients in navigating the project development process. The incumbent will focus on helping the client analyze opportunities for EE/RE development from economic and technical points of view. The ideal candidate will understand standard private sector approaches for developing projects and will have the ability to apply the commercial project development model to aid Federal agencies and other clients in developing EE/RE projects for execution by the private sector.

The position reports to the Project Development and Finance (PD&F) Group in NREL’s Deployment and Market Transformation (DMT) Directorate. The PD&F Group partners with clients to get energy efficiency and renewable energy projects developed, financed, and executed. The Group includes a mix of engineers, MBAs, project leaders and analysts. The Group aids its customers in making sound investment decisions in energy efficiency and renewable energy systems with unbiased business advisory, transaction-level support and market intelligence. Group staff are experienced in Federal, state, local, tribal, corporate and international settings.
The primary job responsibility is to work with clients (primarily in the Federal sector, especially DOD) to facilitate project identification and screening, stakeholder development and project transactions.

The incumbent will develop energy project strategies satisfying client priorities, identify and screen projects, perform technical and economic evaluations, and identify finance alternatives. Attractive projects will be offered to the private sector for execution.
Example tasks might include: 
1) Aid the client to identify projects with the highest opportunity for commercial success.
2) Aid the client in presenting viable risk/return opportunities to the private sector, and in the development of request for proposals (RFPs). 
3) As a Project leader IV, the incumbent will guide the successful completion of high-impact projects and have a sophisticated understanding of project management, principle concepts, practices and standards
Relevant PhD or equivalent relevant education/experience.

Or, relevant Master's Degree and 3 or more years of experience or equivalent relevant education/experience.

Or, relevant Bachelor's Degree and 5 or more years of experience or equivalent relevant education/experience.
Complete understanding and application of project management principles, concepts, practices and standards. Full knowledge of technical field and related disciplines.

Very good interpersonal, conflict resolution, teaming and communication skills.
Energy project fundamentals; business case development.
Degrees in engineering and in finance, business or related fields are preferred. The ideal candidate will be creative, assertive and customer-service oriented, and have demonstrated expertise in issues related to energy project development.

This position requires a mix of technical experience and business acumen, coupled with an ability to see broad trends and develop plans for radical change. We are seeking an individual who has a “collaboration mindset” to seek and find solutions that involve public/private partnerships for renewable energy projects. 

We prefer an incumbent with experience with renewable and/or fossil energy projects; project evaluation/due diligence; and issues related to project transaction.
