OBJECTIVES OF THE PROGRAMME :
The mission of the WHO Regional Office for Europe is to support Member States in: (i) developing and sustaining their own health policies, health systems and public health programmes; (ii) working to prevent and overcome threats to health; (iii) anticipating future challenges; and (iv) advocating public health.

The objective of the Division of Health Programmes (DHP) is to assist the Member States of the WHO European Region to design, adopt and implement comprehensive health and health systems policies in the area of communicable, non-communicable diseases and environment, strategies and tools in line with the values of solidarity, equity and participation. The DHP provides policy and technical assistance in collaboration with development partners and Civil Society Organizations.

The Division of Health Programmes consists of two Units: (i) Non-Communicable Diseases and Environment, and (ii) Communicable Diseases Unit.

The Non-Communicable Diseases and Environment Unit (NCE) addresses the major disease burden now and in the foreseeable future in Europe (cardio- and cerebra-vascular diseases, cancer, violence and injuries, mental health, etc.) and their contributing factors (alcohol, tobacco, substance abuse, etc.) as well as the associated conditions such as obesity, unhealthy lifestyles including diet and nutrition, lack of physical activity. The Unit deals with the risks and hazards associated to the environment, like water and sanitation, urban environmental quality, including air quality, chemical safety, occupational health, or more complex such as global climate change through strengthening health system capacity to detect and respond to health threats to national, regional and global health security. The Unit provides technical inputs into implementation of WHO's country programmes (Biennial Collaborative Agreements), which are led by the WHO Country Offices, aimed at supporting Member States in designing and implementing evidence based interventions, assessing the burden of disease and monitoring progress towards reducing death and disability, by integrating these activities with management and dissemination of technical knowledge through strengthening public health programmes and services. The Unit develops norms and standards, guidance and tools to assist countries to implement effective disease control programmes.

The European Centre for Environment and Health in Rome (the Rome Office) is a part of the NCE Unit. It offers technical support for effective evidence-based policies to support the Member States on matters relating to the health implications of environmental conditions across the European Region. It provides technical support to development and implementation of effective evidence-based policies related to health implications of environment conditions through implementation of country and inter-country workplans related to relevant Strategic Objectives.
Description of duties:
The incumbent will be expected to carry out the following duties:
  • Develop new methods for enhancing the technical capacity of national response to protect health from climate change and leading to improved performance and new avenues for WHO services;
  • Create dynamic reporting tools highlighting success of climate change and health policies in action emphasizing their utility as an integral component of the Regional Office's overall programme services;
  • Build new and expand existing partnerships in the climate change and health area, advocating and promoting climate change and health issues, steering productive relations, coordinating mechanisms and interaction with national counterparts, identifying WHO and the Regional Office as a leading source of innovation and excellence in programme delivery, helping to generate new, secure resource streams;
  • Model best practices, connecting national health officers in the Region to WHO organizational values and mission. Motivate all members of the climate change and health network to develop their individual competencies and make greater contributions to programme delivery;
  • Provide technical cooperation to Ministries of Health in the formulation of national action plans to protect population health from climate change and understand synergies and coherence with ongoing health programs and strategies;
  • Manage the implementation of pilot projects in EURO on climate change and health, as foreseen under the relevant World Health Assembly resolutions (WHA61.19) and oversee the implementation in cooperation with other units and the country offices in selected countries;
  • Provide technical support to national pilot project implementation, working in close collaboration with Heads of Country Offices and National Project Coordinators, as well as relevant WHO technical units and international experts;
  • Promote training and national capacity development;
  • Develop tools and processes to improve data quality assessment and ease of use.
  • Develop training and briefing of EURO staff on developing national climate change and health action plans;
  • Participate in the mobilization of resources to support the implementation of activities related to NCE with special focus on climate changes and health.
Main achievements include: NCE-GCH national technical cooperation; develop evaluation vehicles for dynamic programme monitoring; promote integration of WHO CC components in national health training activities; assist countries and partners to design effective climate change and health strategies and promote them; identify new resource streams in support of the global change and health program; evaluation of technical progress, preparation of project materials & reports, successful coordination with donor countries.
REQUIRED QUALIFICATIONS
Education:
Essential: Advanced university degree in health sciences.
Desirable: Masters degree in business and administration.
Skills:
Functional Skills and Knowledge:
  • Excellent skills in multi-sectorial and multicultural project management;
  • Advanced information management and computer skills, in particular in the ability to develop, maintain and analyse complex information and data bases;
  • Computer literacy in word processing, spreadsheet and presentation software and the use of database and statistical software.
  • Familiarity with the WHO management tools, the policies in environment and health and the Ministerial Resolutions is an asset.

Experience:
Essential: Minimum of seven years of combined national and international experience, with a minimum of 3-5 years of international project management experience, including the development, implementation, monitoring and evaluation of interventions. Experience in networking/partnership in a cross-cutting setting.
Desirable: 3-5 years of experience in multicountry, interdisciplinary project management in Eastern European Countries.
Languages:
Essential: Proficiency in English with working knowledge of a second WHO/EURO regional language.
Desirable: Basic knowledge of Russian.

USD 64,521 at single rate
USD 69,287 with primary dependants
