Technical Officer 2 (Biodiversity)

Job Location: St Mellons

Job purpose

The postholder will be expected to provide Biodiversity specific comments to other functions and ensure that appropriate safeguards are in place to prevent damage to species and habitats, and to support colleagues in the delivery of biodiversity projects on the ground. The postholder will be expected to have a good general knowledge of biodiversity issues, legislation and policy.

Specifically

  • Ensure Operations Delivery activities are legal and compliant with EIA regulations
  • Ensure consents issued are legal and compliant with WFD 
  • Ensure comments are provided on HEP pre-applications to ensure sustainability
  • Deliver Biodiversity Projects that help deliver the Ecosystems Approach for riverine environments and  deliver WFD outcomes
  • A strong all-round knowledge of NRW’s remit and responsibilities regarding Biodiversity and Conservation.
  • Other key requirements for this job include excellent communication skills, proficiency in word, excel and web based reporting systems.

Job Specific Responsibilities

Delivering results

The postholder will be expected to provide Biodiversity specific comments to other functions such as Flood Defence Consents, Planning Liaison, Permitting Teams and Customer Contact Teams by screening permits, applications and consultation documents and devising reasonable conditions on those permits and responses to ensure that appropriate safeguards are in place to prevent damage to ecosystems, species or habitats.

Building strong stakeholder relationships

Work closely and proactively with internal and external customers to meet their requirements and ensure compliance with the relevant legislation and delivery of ecosystem outcomes.

Setting strategic direction

Work closely with partner organisations, including the third sector, to develop projects and initiatives that help deliver the ecosystem agenda and further biodiversity in Wales.

Ensuring effective governance

Ensure compliance with Water Framework Directive and other UK and European legislation.

Developing people

Contribute to developing your own and others’ competencies within the team by sharing and developing your expert knowledge.

Job Specific Requirements

  • A Conservation or Ecology based degree or equivalent, with relevant experience in the work environment.

Due consideration has been given to the Welsh Language requirements for the post and the existing skills within the team.  Taking this into consideration the Welsh Language skills required for this post are at Level 1, (the ability to pronounce Welsh place names and personal names, and the ability to understand and use basic phrases of Welsh), with a willingness to learn to Level 3.

Status

This is a fixed-term, pensionable full-time appointment of 37 hours a week to 31 June 2016.

Salary

Starting Salary of £24,578.00
