Responsibilities
The United Nations Environment Programme (UNEP) is the United Nations systems designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. The Convention on the conservation of Migratory Species of Wild Animals (also known as CMS or Bonn Convention) aims to conserve terrestrial, marine and avian migratory species throughout theft range. It is an intergovernmental treaty, concluded under the aegis of the United Nations Environment Programme, concerned with the conservation of wildlife and habitats on a global scale. Under the CMS, being a framework Convention, several legal binding agreements have been concluded. One of these Agreements is the Agreement on the conservation of African-Eurasian Migratory Waterbirds (AEWA). The Secretariat of this Agreement is co-located with the UNEP/ CMS Secretariat at the Bonn Duty station. Under the supervision of the AEWA Executive Secretary, the incumbent will perform the following: 1. Organize, manage and provide of services to facilitate the work of the Technical Committee and its working groups: (a) Develope the agenda for meetings and related documentation schedules; coordinate the preparation of documentation for meetings of the Committee and its working groups and the Meeting of the Parties ensuring the accuracy of information. 2. Assist in reviewing the development of programs and related projects to ensure the formulation and design meet the AEWA goals, and monitor implementation of selected AEWA-sponsored conservation projects: (a) Draft terms of references for AEWA sponsored conservation projects: (b) Liaise with individuals/organizations chosen to develop project proposals, obtain their technical inputs and finalize the project proposals to ensure that they meet AEWA specifications; (c) Oversee the implementation of the projects, including adherence to the terms of reference and deadlines for financial and reporting requirements; (d) Confer with the Executive Secretary and possible donors taking into consideration specialization areas, discuss the background and qualifying factors for funding and obtaining donor support; 3. Promote interest in the Agreement among Parties and non-Parties in the region and gather information relevant to the implementation of the Agreement: (a) Liaise with scientists in governmental, inter- and non-governmental organizations to obtain information on the status of migratory waterbirds, promote interest in the Agreement and respond to requests for information. (b) Participate in meetings producing reports on AEWA activities and positions. 4. Provide scientific and technical inputs into the elaboration of AEWA Projects, particularly in relation to Management Plans and Action Plans, respond to requests of advice on technical/scientific matters within the secretariat, including reviewing documents. 5. Perform other duties as assigned.

Competencies
Professionalism - Knowledge and understanding of theories, concepts and approaches relevant to Agreement on the conservation of African-Eurasian Migratory Waterbirds; good research, analytical and problem-solving skills, including ability to identify and contribute to the solution of problems/issues; familiarity with and in the use of various research methodologies and sources; sound judgement; ability to plan own work and manage conflicting priorities. Commitment to continuous learning - Willingness to keep abreast of new developments in the Agreement policies and practices Communication - Good communication (spoken and written) skills, including the ability to draft policy and technical reports, studies and other communications to various counterparts and to articulate ideas in a clear and concise manner. Technology awareness - Fully proficient with computer technology, including relevant software and applications, especially relational databases, word processing and spreadsheets. Teamwork - Good interpersonal skills and ability to establish and maintain effective partnership and working relations in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity and gender in organization and management of meetings and in project implementation.



QUALIFICATIONS

Education
An advanced university degree (Master's or equivalent) in biology, ecology, zoology, environmental studies or a related field. A first level university degree in combination with qualifying experience may be accepted in lieu of the advanced degree.

Work Experience
A minimum of five years relevant working experience in the implementation of environmental management projects/programmes some of which should be in an international level.

Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Working knowledge of German is desirable. Knowledge of other United Nations languages especially French, Russian or Arabic an asset.

Other Skills
Excellent computer skills (Microsoft Office, email, internet) are required including electronic sources on the internet, intranet and other databases.
