Description

Conservation International-Greater Mekong Program (CI) has worked in Cambodia since 2002. CI has multiple conservation projects and the primary conservation projects are Central Cardamom Protected Forest Project (CCPF), Tonele Sap Fresh Water Project, Gibbon and Ecotourism Project in Voeun Sai district, Rattanakiri Province where CI works in partnership with the Forestry and Fishery Administration and also with other non-profit organizations.

CI is seeking an experienced Technical Director in conservation and/or sustainable development, with desirable track record in achieving outcomes in South-East Asia. Reporting to the Country Director, this position is based in Phnom Penh, but requires spending considerable time in the field. The position calls for a highly skilled, motivated technical expert with demonstrated capacity to capitalize on new initiatives and partnerships.

RESPONSIBILITIES: 
  • Management: Manage and guide the program’s programmatic commitments, manage technical team and provide technical advice and guidance. Maintain effective partner relationships. Optimally execute the budget in full compliance with CI policies and procedures, local laws and donor requirements under the supervision of the Country Director.  
  • Representation + Relationship Building: In coordination with the Country Director, represent CI-Cambodia in key technical forums , building and maintaining crucial partnerships including national and international government units, universities, NGO partners, and communities. Maintain a strong relationship with the Ministry of Agriculture, Forestry & Fisheries (MAFF) and other key government agencies.
  • Strategy + Planning: Guide development of technical components of strategic and action plans, ensuring institutional alignment. Monitor and evaluate progress.  Represent the program in technical senior-level meetings with CI regional and global teams, coordinate technical interaction with HQ and other field programs, and participate in CI global learning networks. 
  • Fundraising: Initiate and lead fund-raising efforts by developing and supporting project proposals and managing donor relations. Seek opportunities for new projects that align with the strategy and focal geographies of the program.
  • Reporting + Communication: Coordinate the preparation of technical reports to donors and CI leadership. Support the implementation of a communications plan that helps position the program as a trusted advisor throughout the country and promotes effective internal communication among the CI-Cambodia team to ensure effective management and project implementation. Other duties as assigned by supervisor.
WORKING CONDITIONS: Up to 25% travel throughout Cambodia and internationally, sometimes to remote locations under difficult conditions.
 
REQUIREMENTS:

Required: 
  • MSc or PhD in Biological or Social Sciences with at least 5 years of management experience in large-scale conservation/sustainable development programs, initiatives or consultancies
  • Fluency in English and high level Khmer language skills desirable.
  • Experience working in Southeast Asia with a preference for past work in Cambodia.
  • At least four years of experience working with climate change (REDD+ and adaption), freshwater, or other ecosystem services and their links to human well-being
  • Demonstrated experience in development and effective implementation of strategic plans and activities, including experience in project management and successful proposal preparation, [Fundraising experience with various types of donors (private, corporate, multi-and bi-laterals)].
  • Proven ability to effectively manage a team of people, monitoring and evaluating progress and assuring the achievement of goals
  •  Ability to network and develop personal contacts with conservation partners, private sector executives and government officials
