Specific Minimum Qualifications and Expertise

  • Educated to Masters level in engineering, or a scientific/technical subject, equivalent professional qualification(s) or relevant professional experience
  • Significant experience of providing technical advice in one or more of the following fields:
    • Renewable heat installations
    • Heat distribution systems
    • Biomass fuels or bioliquids and their combustion
    • Heat measurement and metering
    • Air source heat pumps
    • Sustainable energy assessment including greenhouse gas savings calculations
  • Experience of interpreting legislation, or implementing Government policy. Alternatively an aptitude for this which can be demonstrated through similar practical implementation experience.
  • Proven ability to build and maintain effective relationships with, and influence, key stakeholders
  • Excellent written and verbal communication skills

Purpose

The Renewable Heat Incentive (RHI) is a government policy designed to increase the uptake of renewable technologies used for heating. This is a ground-breaking scheme that will help the UK reduce carbon emissions and hit its EU renewable energy targets.

Ofgem will play a key role in the administration of the scheme. This will include the assessment of a large volume of applications to verify eligibility, authorising payments to participants, and handling enquiries from current and potential participants. Applications for the first phase of the scheme will begin from 30 September.

The Department of Energy and Climate Change (DECC) have stated that they will work to introduce a second phase of the scheme from October 2012, which is likely to extend the scheme to include a number of technologies that are eligible for the scheme (as well as open the scheme for domestic installations).

The purpose of this role is to lead within Ofgem on our preparations for administering the RHI in relation to these new technologies. The Technical Development Manager will draw on both relevant specialist technical experience and their broader background and skills. By harnessing these abilities to bring together various technical, legislative and non-specialist sources and audiences they will play a vital role in driving the effective development and future sound operation of this important scheme.

Key Outputs and Deliverables

  • Provide detailed verbal and written feedback to DECC on the practical implications of RHI policy options on the administration of the scheme
  • Contribute to Ofgem’s response to any consultations on the scheme
  • Liaise with Ofgem legal on the implications of changes in policy and drafting of legislation
  • Contribute to relevant feasibility studies and operational business plans appropriate for the design and ongoing administration of the scheme
  • Contribute to risk analysis and process mapping
  • Develop the systems and processes required for the ongoing administration of the scheme
  • Draft detailed guidance to participants on how new aspects of the scheme will be administered
  • Specify relevant requirements for any necessary changes to our IT systems
  • Provide support on related issues across the team on an ad-hoc basis

Key Stakeholder Relationships

  • External – DECC, Renewable heat generators, fuel suppliers, trade associations, and other government departments
  • Internal – Legal, Sustainable Development, IT, RHI Operational team

Key Accountabilities

  • Providing feedback to DECC that is accurate, evidence-based and presented in a clear, logical manner within agreed timescales
  • Ensuring that the systems and processes in place are as effective and efficient as possible
  • Ensuring that IT system requirements and external guidance accurately reflect the legislation
  • Supporting the development of other new schemes and programmes as directed
