Technical consulting positions in Haiti
Effective with the release of this position announcement, Winrock International will be recruiting highly qualified Haitian senior and mid-level technical experts (or experts with significant in-country experience in Haiti) for an anticipated multi-year Improved Cooking Technology Program in Haiti. The program scope and qualifications are described in the attached position description. Positions are contingent upon receipt of donor funding and may include more than one vacancy. Written and spoken proficiency in both French and English is desired.

POSITION DESCRIPTION
POSITION TITLE: Long-term or Short-term Technical Consultant
LOCATION: Port-au-Prince, Haiti
UNIT: Clean Energy Group
PROGRAM SUMMARY:
Winrock International is seeking applications from long-term and short-term technical consultants for a multi-year USAID-funded program to establish the near-term and long-term foundations for a sustainable market for clean, efficient, and affordable cooking solutions in Haiti. The program aims to significantly reduce charcoal consumption in Haiti by establishing a thriving local industry/market for improved household stoves and the introduction/scale-up of LPG for large users (such as food vendors, schools and other institutions). Additional program objectives include the establishment of a legal and regulatory framework for LPG in Haiti, and the generation of sustainable revenues through carbon finance to increase technology affordability and scale up. Positions are contingent upon receipt of donor funding and may include more than one vacancy.
QUALIFICATIONS AND BACKGROUND:
Education: Bachelor or Masters Degree in Engineering, Renewable Energy, Finance, Business/Management, Development Studies, Community Development, Policy, Climate Change or other relevant international development field
Work Experience: Minimum 5 years relevant technical or management experience with renewable energy projects, preferably household energy, including long-term work experience in Haiti. Winrock seeks applications from technical and professional candidates with experience working on international development projects involving:
§ Improved biomass stoves (wood/charcoal) design / manufacture / testing / maintenance (including household and institutional stoves).
§ LPG supply
§ LPG marketing
§ LPG policy/regulatory frameworks
§ Social marketing
§ Market development for improved stoves or other small-scale household energy systems (e.g. lighting)
§ Business development/entrepreneurial capacity building
§ Institutional capacity building related to household energy
§ Haitian energy policy
§ Public/private partnerships
§ Household energy finance, including carbon finance and microfinance
§ Community development
§ Gender/social inclusion
§ Program monitoring and evaluation
Skills:
§ Strong communication skills/fluency in French and English desired.
§ Current, relevant knowledge of improved biomass (wood/charcoal) stoves and/or LPG required
§ Ability to work in complex and changing environments.
