The Technical Consultant, a specialist in the environmental sector disposing of experience in waste management, will be expected to provide an assessment of one of the projects on technical grounds. The evaluators must be independent from both the policy-making process and the delivery and management of development assistance in question, i.e. they must not have participated in the preparation and/or implementation of the assessed projects and must not be in a conflict of interest with project-related activities. This applies equally to employers whose employees submit applications, as it does to individual evaluators. Specifically, Technical Consultant A cannot have been involved in the planning or implementation of Czech bilateral development cooperation in Moldova in the last 5 years.
Duties and Responsibilities
Participate in the design of the evaluation methodology and work plan;
Review available documents, conduct interviews with stakeholders in the Czech Republic;
Draft related parts of the Inception Report;
Assess the approach and achievement of objectives on technical grounds (i.e. environmental grounds), taking into account international findings and experience in the areas concerned;
Draft related parts of the Evaluation Report;
Assist the Lead Evaluator in finalizing the Evaluation Report through incorporating comments/suggestions received on its draft related to his/her assigned sections;
Present key findings at an oral presentation at the MFA CZ.
Competencies
Experience from developing/transition countries in general, Moldova/other countries of the Commonwealth of Independent States in particular, will be an asset;
Project/programme evaluation experience will be an asset;
Experience with assistance to developing/transition countries will be an asset;
English communication skills;
Reliable working knowledge of the Czech language;
Working knowledge of the Russian or Romanian language will be an asset.
Required Skills and Experience
University degree in environmental protection/ecology, biology, geology, chemistry, engineering, or a related field;
Documented expertise in environmental protection including experience in the field of waste management;
Work experience in relevant areas for at least 3 years;
