The Pembina Institute is seeking a bright and resourceful individual with experience in transportation urban planning issues who is committed to helping Canada and Ontario to transition towards a sustainable transportation future. As the successful candidate, you will work with the rest of Pembina's Transportation Program and Ontario Energy Solutions Team, and will report to the Director of the Transportation program.

This is a full-time position based on a 40-hour work-week (unless otherwise negotiated) and 4 weeks of vacation each year. Compensation and benefits package offered is competitive with established non-profit organizations (although lower than rates paid in the government or business sectors) and will be based on skills, years of experience and qualifications of the successful candidate. The Technical and Policy Analyst Position (in detail)

The analyst position will require you to understand Ontario’s transportation sector, with a focus on the GTA, with issue areas covering transit, freight transport, fuel quality and some climate policy related to transportation. This position will require you to conduct technical and quantitative analysis as well as policy analysis and be able to represent Pembina competently on these files.

Specifically, your position could include:

  • Analysis: Policy and technical analysis of transportation issues – both qualitative and quantitative.
  • Writing: Reports, briefs, summaries and other technical and policy documents
  • Project management: Managing workplans and budgets of projects, as well as managing project staff.
  • Coordination and administration: organizing meetings, both internal and external; dealing with external inquiries.
  • Representation and issue specialization: Ownership of specific transportation ‘files’, developing expertise and knowledge of issues, policies, players, politics, representing Pembina on these files, participating in meetings, strategic planning and execution of activities to advance program goals.
  • Fundraising: Grant writing and other fund raising activities .
  • Government and stakeholder relations: Meet/work with key government contacts and contacts from stakeholder groups to promote policy objectives.

What Can You Offer Pembina?

As a successful candidate, you possess:

Education

  • Undergraduate degree in engineering, planning, environmental science or equivalent.
  • Graduate degree is an asset.

Preferred Experience and Qualifications

  • Demonstrated ability to conduct quantitative and qualitative technical research in the area of transportation, energy, environment, economics or policy. 
  • Strong research, writing and problem-solving skills.
  • Excellent data analysis, computer skills (i.e. Excel).
  • Ability to coordinate workshops, events and meetings.
  • Ability to respond effectively to phone and email inquiries from the public or professional agencies.
  • Experience working on transportation issues, including transit, urban planning, transportation planning, and vehicle technology and emissions policies and regulations.
  • Demonstrated experience writing technical and policy reports.
  • Understanding of transportation policy in Ontario and the GTA.
  • Understanding and/or experience in freight policy is an asset.
  • Experience in government and stakeholder relations.
  • Good communications and interpersonal skills, as well as ability to give presentations and lead briefings.
  • Understanding of and experience with the media is an asset.
  • Ability to conduct media interviews in French is an asset.

You should enjoy team work and be able to communicate and connect with a wide range of people; for example, a transportation expert, a government employee, an industry executive, or the public.

We’re looking for:

  • experience making presentations in public and private settings,
  • an instinct for tailoring your message to your audience,
  • comfort with vocally dissenting or disagreeing with groups or individuals, when necessary,
  • a good sense of humour.

Passion for Social Change

You should be passionate about creating social change and committed to sustainability in your ownlife. We’re looking for:

  • work experience related to social change, on transportation issues, in public advocacy or through impactful agencies
  • familiarity with Pembina’s relevant topics including transportation, climate change, sustainable energy and oilsands.

Flexibility and Resourcefulness

You should be well aware of, and comfortable with the unique challenges of working in a medium sized non-profit organization. We’re looking for:

  • a demonstrated ability to find resourceful and practical solutions to capacity and time constraints,
  • willingness to take on a fair share of administrative tasks, such as managing budgets and reporting, dealing with public inquiries and running errands.
