Position
Description:
Ivindo National Park is located in the remote north east of Gabon, and
is home to important populations of charismatic large mammals, including
elephants, gorillas and chimpanzees. WCS
assisted the Government of Gabon to establish the Ivindo National Park and
initiate the first Park management and monitoring programs. WCS is now working closely
with the government of Gabon to build capacity in a number of areas in Ivindo
National Park, including ecotourism, ecological research and monitoring, and
the development of private sector partnerships with the forestry sector for
improved wildlife management in the surrounding buffer zones. WCS is looking to recruit a full-time Technical
Advisor (TA) to the Ivindo National Park Project, who will provide day-to-day
support to the WCS Project Manager as they drive the development of these
initiatives. Responsibilities will include the development and implementation
of strategic plans,
liaison with donors,
planning and execution of activity plans, the management and development of the
Project’s human resources, logistics and procurement, as well as the provision
of technical support across all project activities.

Responsibilities

The roles and responsibilities of the Technical Advisor will include:

  • Plan annual and quarterly
     execution of appropriate Project activities with the Project Manager, in
      accordance with the goals and strategies outlined in the Ivindo National
      Park management plan.
  •   Ensure the execution and
      monitoring of Project activities based on strategic documents, quarterly
      workplans and contractual obligations.
  •   Ensure the management and
      development of the Project’s human resources in Ivindo, both on a
      day-to-day basis and in the long term. 
        
  • Monitor the operational
    aspects of the Project, and oversee regular maintenance of project
    vehicles and equipment and assure they are in good condition at all times.
        
  • Ensure and manage logistics
    for the Project to support Project activities including, procurement of
    materials and supplies (e.g. ordering, purchasing, transport, delivery,
    and contract management).
  • Ensure the good maintenance,
    safe custody, and proper use of project vehicles.
  • Ensure the financial
    monitoring of the Project on a monthly basis using budgets submitted to
    funders.
  • Oversee the expenses and
     accounting of the Project field office (activities, salaries etc.)
  • Prepare and verify financial
     reports prepared for funders, in coordination with the WCS Financial
     Manager in Libreville.

Qualification
requirements

  • At least five years
     experience in protected area management in Africa;
  • Proven project management
    and administration skills
  • Experience in working with
    senior government and other stakeholders in Africa;
  • Fluent in both English and
    French;
  • PhD or Masters, or
    equivalent experience and strong record, in at least one of the following
    sectors: protected area management, ecological monitoring/wildlife surveys
    and threats monitoring, ecotourism development, forestry
