Description
The Kyrgyz Republic views the expansion of generation capacity - primarily via the construction or expansion of large dams and fossil fuel-based plants in Bishkek and Osh - as central to its longer-term development prospects. However, in light of their large capital requirements and long gestation periods, these projects are very unlikely to materialize in short- or even medium-term. As an alternative, faster and climate-friendly solution to the acute energy crisis in Kyrgyzstan, this project will support the Government of Kyrgyzstan in harnessing its abundant small-hydro power potential based on the premises that smaller, more labour-intensive projects with lower capital requirements and shorter implementation periods represent a more economically and environmentally viable option.

 

Duties and Responsibilities

During the whole hired period CTA will undertake technical assessments as requested, and provide technical advice to Project Manager and contracted experts on deeper analysis of Small Hydro Power development experiences as required.  The adviser will fulfill the assignment under general supervision of Project national director as requested and collaboration with the Project Manager, including the following:

  • Recommendations on Project Logical Frame Matrix and on planed project activities, on Annual work plan and monitoring and evaluation plan during the first two months of the project, based on the results of “inception seminar”
  • Recommendations to PM in development of Monitoring and Evaluation Plan at the beginning of the project (in the frame of inception report);
  • Conduction of self-reliant analysis of the current situation in Republic in the field of Small hydro energy usage;
  • Recommendations on development of power sector baseline study and GHG emission factor for Kyrgyzstan power grid to facilitate and reduce of costs of SHP project development under CDM mechanism 
  • Recommendations and development of PDD; recommendations on conducting validation and facilitation of national approval, registration and signature of the Emission Reduction Purchase Agreement for the first CDM project activity in the Kyrgyzstan, i.e. bundle of SHP projects for a total of 200 MW.
  • Review and recommendations on main directions of activities of the project directed to attraction of investments into small energy sector, with a glance   of advanced international experience in sphere of improvement of legislation and normative acts, institutional structures, financial mechanisms, tariffs;
  • Recommendations and provision of specific consultancy and engineering services during conduction of the researches and development of feasibility study for 5 pilot SHPs;
  • Review and generation of recommendations on development of policy and legal base, providing limited additional support to strategic investments based on reports of national, international consultants of the project; 
  • Provision of technical consultation on-the-job and training of PMU with the purpose of capacity development on effective implementation of the technical aspects of the project; 
  • Review of the developed appropriate ToRs for recruitment/attraction of qualified international experts, organizations by the request of PM, 
  • Contribution to development of reports on implementation of the project, informational releases and reports on monitoring and evaluation;
  • Support to PM in development of annual work plans end of a year.

 

Competencies

Postgraduate degree in energy/renewable energy development

 

Required Skills and Experience

  • Minimum ten 10 years of work experience in implementingin renewable energy projects in combination with knowledge of economic and financial analysis, institutional, regulatory and policy frameworks;
  • Good knowledge of GEF operational modalities, familiarity with UNDP-GEF procedures and or work experience with GEF projects;
  • Work experience and prior knowledge of the environmental factors and issues related to energy development and climate change mitigation in Central Asia, preferably in Kyrgyzstan;
  • Computer proficiency, especially related to professional office software packages;
  • Excellent drafting and communication skills.
