Background

Set in a rich rural landscape, Bedford is host to many areas of outstanding natural beauty and attractions, including stately homes and gardens, woodland walks and nature reserves, country parks and world-famous animal parks. Bedford enjoys excellent transport links to London, the north and beyond, making it an attractive place to live work and visit.Bedford’s environment services include street care, waste management, sustainability, planning, historic buildings, tree management, landscape and nature conservation, environmental health and trading standards, as well as recreation in the countryside.

Recyclable materials collected in the orange lidded bin and orange sacks are collected every two weeks and taken to the Borough Council’s Waste Transfer Station and Material Recycling Facility (WTS/MRF) at Elstow in Bedford. Some of the recyclable materials are processed here while the remainder is bulked up and sent for further processing to a Materials Recycling Facility at Milton Keynes.

The Elstow site also receives rubbish that is collected weekly from the kerbside in black bins or black sacks. Most rubbish is bulked up and sent to an MBT (Mechanical Biological Treatment) facility in North London. Some rubbish that is not suitable for this process is taken to a landfill site in Buckinghamshire.

The green garden waste collected from the kerbside and at the Householders Waste Recycling Centre (HWRC) at Barkers Lane is taken directly to a site at Ravensden near Bedford for open windrow composting. The product produced is PAS 100 certified and is used as good quality soil improver/ compost.

Objective

To verify and review contractor compliance with Contract Specifications for data and finance for Waste & Recycling Contracts held by the both Bedford Borough Council (BBC) and Central Bedfordshire Council (CBC) through a Service Level Agreement.

Act as system administrator on Flare (APP) service request logging system for all Environmental Services. Providing software support for users, improve and monitor accuracy of data and develop the system to effectively manage the timely recording and reporting of service data across front line services.
