PROJECT SUMMARY

 

As part of IBTCI's Evaluation Services IQC we have recently received the opportunity to submit a proposal to conduct performance evaluations of the Landscape Scale Community Centered Ecosystem Conservation in Western Tanzania Project (LANDSCAPE) and the Scaling Up Conservation and Livelihoods Efforts in Northern Tanzania Project (SCALE-TZ).  

 

The purpose of the two end of project performance evaluations is to help inform USAID, implementing partners and relevant stakeholders on a) the overall key achievements and outcomes of the projects; b) effectiveness of each project and its integrated designs in achieving intended results, c) sustainability of the approaches implemented and potential for scaling up. Findings and recommendations from both evaluations will as well contribute to the Natural Resource Management Program design. Both evaluations will focus from the initial start-up of the programs until completion.

 

POSITION SUMMARY

 

The Team Leader is responsible for providing overall vision, leadership and guidance of the project internally with project staff and externally with USAID, host governments, other donors and stakeholders. S/he will work closely with USAID/Tanzania, stakeholders, and IBTCI Home Office, and reports to the IBTCI Project Director.

 

POSITION RESPONSIBILITIES

 

The Team Leader will provide management support and technical oversight for all project deliverables and operations, including but not limited to:

 

  • Coordination and collaboration with USAID/WA RHO, partners and key stakeholders;
  • Serving as the primary contact in country throughout the data collection process
  • Coordinating the overall evaluation effort and be responsible for editing and final compilation of the evaluation report;
  • Traveling with the team and supervising the data collection period;
  • Ensuring adherence to USAID, IBTCI and national rules and regulations;
  • Ensuring delivery of high-quality outputs in accordance with an agreed upon workplan and timeframe;
  • Managing of all human, financial and administrative resources and processes; and
  • Providing timely delivery of high quality reports.

 

Minimum qualifications include:

 

  • At least 10 years of experience successfully managing evaluations preferably on similar programs related to community based natural resource management, forest conservation and/or wildlife management;
  • Past experience managing evaluations funded by USAID or international projects in Africa preferred;
  • Master’s degree in Social or natural sciences or related field required;
  • Demonstrated ability in the concepts, principles, methods and techniques of delivering natural resource management programs;
  • Ability to successfully manage staff in developing country setting as demonstrated by past experience;
  • Fluency in speaking, reading and writing both English required, Kiswahili highly desirable; and
  • Travel throughout Tanzania as necessary will be required.

 

Ability to show experience in at least 3 of the following technical areas highly desired:

 

(a)    Environment, and Natural Resource Management Analyst;

(b)   Livelihoods Analyst

(c)    Economic Analyst

(d)   Social Sciences;

(e)    Program and Policy Analyst

(f)     Effects of gender as a cross-cutting element of developmental issues

(g)    Effects of climate change as a cross-cutting element of developmental issues

(h)   Technical advisors for data collection

(i)     GIS/Remote Sensing Analyst
