Description

Duties and Responsibilities

Summary of Key Functions: 
  • Formulation and implementation of programme strategies in Environment and Energy practice area
  • Development and management of the UNDP CO Environment and Energy for Sustainable Development Program Portfolio
  • Provision of a quality advice and support to UNDP staff, senior management, project counterparts and the government and, facilitation of knowledge sharing on environmental issues
  • Contribution to creation of strategic partnerships and support to resource mobilization
Ensures formulation and implementation of programme strategies focusing on achievement of the following results:
  • Thorough analysis and research of the situation in the country with regard to environment and preparation of substantive inputs to CCA, UNDAF, CPD, CPAP and other documents.
  • Identification of areas for support and interventions within the environment area.
  • CO business processes mapping and preparation of the content of internal Standard Operating Procedures in Results Management. 
Ensures effective development and management of the CO programme and supervision of the Programme Team within the Environment and Sustainable Eenergy Program Portfolio  focusing on quality control from formulation to implementation of the country programme achieving the following results: 
  • Effective application of results-based management (RBM) tools, establishment of program management targets (BSC) and monitoring of achievements of results.
  • Design and formulation of CO programme within the Environment and Sustainable Energy area, translating UNDP’s priorities into local interventions. Coordination of programme implementation with implementing partners. Introduction of performance indicators/ success criteria, targets and milestones.
  • Formulation and initiation of a project, presentation of the project to PAC; in consultation with project staff and project implementing partners determination of required revisions; coordination of the mandatory and budget re-phasing exercises; coordination of a closure of projects through facilitation of final reviews; participation in key recruitment processes for projects.
  • Reporting, including preparation of inputs to donor reporting.
  • Financial and substantive monitoring of projects and coordination of project evaluations, identification of operational and financial problems, development of solutions.
  • Facilitation of outcome and/or program impact evaluations. Monitoring and analysis of the programme environment, timely readjustments in portfolio.
Contributes to creation of strategic partnerships and supports resource mobilization focusing on achievement of the following results: 
  • Development of partnerships with the UN Agencies, IFI’s, government institutions, bi-lateral and multi-lateral donors, private sector, civil society areas based on strategic goals of UNDP, country needs and donors’ priorities.
  • Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation.
  • Assistance to the Government and UNDP in resource mobilization by preparing documentation for donor and consultative meetings.
Ensures provision of quality advice and support to UNDP staff, senior management, projects, implementing partners and the government and facilitates knowledge sharing focusing on achievement of the following results: 
  • Analysis of environmental and sustainable energy issues in the country and preparation of strategy/advisory notes for UNDP senior management.
  • Identification of sources of information related to policy-driven issues. Identification and synthesis of best practices and lessons learnt directly linked to programme country policy goals.
  • Facilitation of knowledge sharing on environment and sustainable energy issues with UNDP and project staff, national counterparts and communities of practice.
  • Sound contributions to knowledge networks and communities of practice;
  • Organization of trainings for the operations/ projects staff and project implementing partners on programme issues
Impact of Results:
 
The key results have an impact on the success of programmes, and creation of strategic partnerships as well as reaching resource mobilization targets. Formulation and effective implementation of Sustainable Environment and Energy Program Portfolio, establishment of the strategic partnerships and resource mobilization will be the key indicators for success of results.

Required Skills and Experience

Education:

  • Master’s Degree or equivalent in Environmental Science, Policy and Management or other related fields;

Experience:

  • 2 years of relevant experience at the national or international level;
  • Extensive experience in research and policy-level analysis;
  • Experience in design, monitoring and/or evaluation of development projects;
  • Experience in the usage of computers and office software packages, experience in handling of web-based management systems;

Language Requirements:

  • Fluency in both written and spoken English and Georgian. Good knowledge of Russian is an asset.
