Background

Under the overall guidance of the Country Director and the direct supervision of the Deputy Country Director (P), the Head of unit (HOU) for the Environment and Energy Unit acts as the manager of and advisor to senior management on all aspects of the Country Office (CO) Programme. The main role is to develop and implement programme and resource mobilization strategies, strengthen strategic partnership and donor intelligence, undertake knowledge building and sharing as well as monitoring and evaluation of environment programmes. The HOU also ensures that programme interventions respond creatively to emerging challenges and opportunities. In addition to undertaking strategic planning and repositioning of programme interventions, the HOU also ensures that these programmes are consistent with UNDAF/CPD priorities.
 
To successfully implement the CO programme of support to the Government of Sudan, the HOU provides sound leadership to the Unit and works in close collaboration with other programme unit teams, the team in operations, the Management Support Unit and UNDP HQs and RCC staff. In addition, the HOU also collaborates with the UN system through relevant UNDAF working groups and government officials, donors, and civil society organizations.

 

Duties and Responsibilities

Summary of key functions:
 
Ensures the strategic direction of the UNDP Environment and Energy programme focusing on the achievement of the following results:
  • Thorough analysis of the social and economic situation of the country and collaborative preparation/revision of CCA, UNDAF, CPD, CPAP and other documents;
  • Alignment of environment and energy portfolio with global and national environmental priorities;
  • Keep track and close follow up of international environmental conventions, treties and events and extend support to Government as appropriate;
  • Identification of strategic and innovative areas of cooperation;
  • Operationalization of UNDAF/CPD in collaboration with the main partners and other UN agencies;
  • Analysis and presentation of UNDP policies and their implementation in the CO;
  • Promote up scaling, replication and expansion of successful models;
  • Ensure that the environment and climate change concerns are mainstreamed in all UNDP programmes;
  • CO business processes mapping and establishment of internal standard Operating Procedures in Results Management, control of the workflows in the programme unit.
Ensures effective management of the programme and supervision of the programme team focusing on quality control of the full cycle of programming from formulation to implementation achieving the following results:
  • Effective application of results-based management (RBM) tools to ensure achievement of programme outcomes including, establishment of management targets and monitoring for achievement of results and reporting thereon;
  • Strategic oversight of planning, budgeting, implementing and monitoring of the programme, tracking use of financial resources in accordance with UNDP Programmes and Operations Policies and Procedures (POPP). The HOU performs the function of Manager Level 2 in Atlas for development projects transactions approval;
  • Organization of cost recovery system for the services provided by the CO to projects in close collaboration with operations Manager;
  • Effective monitoring, measuring the impacts of CO programme and evaluation. Constant monitoring and analysis of the programme;
  • Extraction of lessons learned, best practices and preparation of knowledge products;
  • Organization of cost recovery system for the services provided by the CO to projects in close collaboration with the Operations Manager.
Institutionalizes and maintains enduring donor intelligence, strategic partnership and resource mobilizationwhose objectives will be focused on the following:
  • Development and implementation of the CO partnerships for achieving effective resource mobilization to achieve programme outcomes;
  • Establishment and coordination of partnerships with UN Agencies, international financial institutions, bilateral and multilateral donors, government institutions, organized private sector, civil society organizations and other stakeholders to promote greater development effectiveness;
  • Enhancement of access of the public and private sectors to the global carbon markets and mechanisms such as REDD, CDM and other emerging instruments;
  • Determination of programmatic areas of cooperation based on strategic goals of UNDP, country needs and donors priorities;
  • Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation and identification of opportunities for cost sharing.
Ensures provision of top quality advice services to the Government and facilitation of knowledge building and management focusing on the achievement ofthe following results:
  • Identification of sources of information related to Policy-driven issues. Identification and synthesis of best practices and lessons learned directly linked to programme country development goals.
  • Development of policies and institutions that will address the country problems and needs in collaboration with the Government and other strategic partners.
  • Sound contributions to knowledge networks and communities of practice.
  • Organization of trainings for the operations and or project staff on programmes.

Required Skills and Experience

Education:
  • Master’s Degree or its equivalence in Environmental Science, Geography, and other related Natural and Social Sciences.
Experience:
  • Minimum 7 years of relevant experience at national or international level in providing environment and development management services, hands-on experience in design, monitoring and evaluation of development projects and establishing inter-relationship among international organization and national governments.
  • Experience in the usage of computers and office software essential
 Language Requirements:
  •  Excellent written and communication skills in English. Fluency in Arabic desirable.
