I.M. Systems Group, Inc. (IMSG) (www.imsg.com), a Federal Government Contractor, in a request to provide a bid for a proposal, is looking to submit resumes for a Fisheries Environmental Specialist Task Leader III to work at NOAA’s Fisheries Service Northeast Regional Office (NERO) Port Office Program.  This position will be located in Gloucester, MA. Qualified personnel must be available outside of the normal workday to perform the various tasks.

The biological sampling program is fully integrated into the Office’s port office program. Some staff will be dedicated to biological sampling including performing some level of outreach with industry. Other staff will be completely dedicated to sampling. The Contractor shall coordinate sampling efforts between the various staff performing the collections to ensure that to the extent possible, the sampling requests are met with little or no over or under sampling. The Contractor also reviews landing trends and using available information and standards provided by the Government and conducting their own analysis to make adjustments to the sampling plan as necessary. The samples may include, but are not limited to, length frequency distributions and age structures for specified species landed. A data collection system shall be utilized that is most advantageous to samplers at the time the samples are being collected.

Biological sampling usually takes place at pack-out docks, fish dealer facilities and on docks during the off loading of fish or shellfish from the fishing vessels or in storage facilities where the fish or shellfish can be linked to a specific trip. The Contractor shall identify sampling opportunities that may exist and ensure the appropriate numbers of samples are being collected

Duties:

  • Coordinate and lead fish sampling program
  • Conduct statistical analysis of completeness and stratification of samples collected
  • Assist with ensuring that samples are collected in accordance with the Biological Sampling Manual and that the biological data is entered into the Biological Sample Monitoring Data Base System (BSMDBS) in accordance with program requirements.
  • Participate on one complete research cruise per calendar year and will be granted based workload, time availability and need. All participants are required to submit a brief written report (i.e., a cruise report) summarizing their participation.
  • Provide procedure reviews and training in the methods of conducting biological sampling for all FDSD staff (Government and Contractor) through annual visits to each team and sampling office. Training shall also be conducted as each new staff (Government and Contractor) commences sampling.

Qualifications:

  • Experience with fish sampling is required
  • Experience conducting statistical analysis is required
  • Prior experience working at NOAA is a plus
  • Strong communication and coordination skills are necessary
