Description

The successful applicant will be employed on a Special Employee Contract for 2 years. Applicants to this position must be a Spanish passport holder as the position will be funded for an initial period of 2 years by the Government of Spain on the basis of an agreement between EBRD and the Government.

The Bank's strategy in the energy efficiency and climate change sector is to further mainstream energy efficiency and climate change-related activities in the Bank's operations. The objective is to build on the activities already implemented to increase the Bank's impact (in terms of volume of financing, number of operations, coverage of sectors, energy savings and emissions reductions and, innovative financing instruments) and assist the region in improving its energy efficiency performance. The Transport sector is one of the main contributors to GHG emissions on a global level and its share is expected to increase with economic growth and increased mobility requirements.

The Bank in its financing promotes projects which introduce more sustainable transport patterns. The Bank has launched the second phase of its Sustainable Energy Initiative (SEI) after a very successful first phase. With the increasing global focus on climate change and energy security the range of activities of the Bank in the area of Energy Efficiency and Climate Change is expanding.

The Bank is now seeking a sustainable transport specialist (STS) to work with bankers and transport specialists in the Transport Team in delivering on the Bank's mandate in this area.

The Transport Team has an E2C2 (Energy Efficiency/Climate Change) target in order to promote energy efficiency in the Team's projects. The overarching task of the STS is to support the Transport Team in meeting its energy efficiency / climate change objectives. The STS will play a significant role in supporting the implementation of the SEI strategy in transport operations, covering activities across the EBRD countries of operation and will be based in London. The STS will be part of the Transport Team which comprises approximately 30 professionals with backgrounds in banking, finance, transport and procurement. The STS will work with the E2C2 coordinator, Portfolio Manager and bankers in the Transport Team, and staff in the Bank's Energy Efficiency Team.
Key Responsibilities and Deliverables
Review and screening of project pipeline

Develop an appropriate Sustainable Energy/Transport classification system based on appropriate indicators and criteria. All transport projects will then be systematically assessed against this system
Review projects being considered by the Bank for financing with a view to identifying at an early stage E2C2 potential, and how bank funding can be used for sustainable transport investments
Work with bankers and other staff to collect further information from clients in order to assess use or resources within clients' operations, appraise planned measures and investments which minimise use of resources (with particular focus onto energy resource) and which are under consideration for EBRD's funding and investigate the scope for additional investments

Business Development - Increasing EBRD's activity in Sustainable Transport

Within existing projects, both portfolio and pipeline, identify and introduce sustainable transport components, which are economically feasible and increase EBRD's activity in sustainable transport;
Identify best available and appropriate technological measures to be pursued based on the needs of those countries in which the Bank is active and identify business opportunities for technology suppliers

Evaluation and Preparation of investment plans:

For clients which are significant energy consumers, the STS would normally visit the site and arrange meetings to make an initial assessment. Follow up visits may be required and detailed energy/ resources assessments maybe conducted with the assistance of external consultants
For energy/resource use audits will be responsible for deciding on the required scope, preparing terms of reference, overseeing the audit exercise and ensuring that the results are satisfactory and provide the required information
Evaluate the opportunity to arrange capacity building activities with the purpose of providing the client's management with the necessary tools to fully factor sustainability considerations in to the overall business strategy and to facilitate the implementation of the planned investments
Make initial assessments of likely emissions reductions as a result of project proposals and make sure that an assessment of carbon emission reduction is included in the project due diligence. In this respect, the STS will refer to established international guidelines and methodologies (such as those defined by the IMO for shipping);
Essential Skills, Experience and Qualifications
University degree in engineering, energy resource management or environmental management
Minimum 5 years experience in technical and commercial aspects of the transport sector, particularly those related to environmental management, control systems, sustainable transport policies/strategies, and impact assessment
Experience in working with assessment of GHG impact of transport infrastructures would be an advantage
Experience with a broad range of energy efficiency technologies and best practices applied to the transport sector, preferably gained within emerging markets context
Proven track record of multi-disciplinary analysis of transport projects, preferably within environmental and social impact energy context
Strong interest in the environmental, transport and energy sector and public policy issues associated with the countries of central and eastern Europe and the former Soviet Union, in particular issues surrounding the Kyoto Protocol of the UN Framework Convention on Climate Change
Very good written and verbal communication skills in English
Computer literate, in particular with understanding of transport/traffic modelling and use of Excel.
