Sustainable fisheries technical advisor

Chemonics seeks a short-term sustainable fisheries technical advisor for the ongoing Indonesia Marine and Climate Support (IMACS) Project. IMACS is a five-year (2011-2015) project designed to support the government of Indonesia's efforts to apply more sustainable fishing practices and ecosystem-based fisheries management to maintain fisheries, fish stocks, and ecosystems; improve the availability and transparency of fisheries data in Indonesia; and restore and enhance ecosystem productivity, biodiversity, and resilience for food and economic security. Under the guidance of the chief of party, the sustainable fisheries technical advisor will coordinate implementation of the project's Task 2: improve sustainable fisheries management and provide technical and managerial support. We are looking for individuals who have a passion in making a difference in the lives of people around the world.

 
Responsibilities:
  • Coordinate the implementation of Task 2, including the planning and scheduling of activities, progress reporting and documentation, performance monitoring and evaluation, and preparation of other technical or special reports as may be requested
  • Maintain effective working relationships with IMACS implementing partners, including counterparts, participating government of Indonesia agencies, local and international NGOs, private sector companies, and USAID
  • Coordinate Task 2 activities with government and other donor programs, as well as other IMACS technical components and the field office administration
  • In association with the IMACS team, participate in project work planning and will formulate project activities, deliverables and budgets
  • Participate in preparation of a performance management plan
  • In consultation with the chief of party, coordinate the implementation of approved Task 2 work plan activities and performance monitoring plan
  • Identify any needs for technical assistance under Task 2, develop suitable scopes of work for stakeholder consideration, assist in the identification and selection of qualified consultants, and oversee their performance
  • Review and edit deliverables compiled project staff and consultants as a quality control measure; ensure benchmarks and deliverables are met and completed in a timely and cost-effective manner; and ensure the collection, analysis, and reporting on PMP data and information is in accordance with the prescribed requirements and schedule
  • Oversee the professional conduct and performance of staff and consultants, both expatriate and Indonesian, and encourage achievement of project objectives through open communication, integrity, and honesty
  • Assume any additional responsibilities as may be requested from time to time by the chief of party or by the Chemonics home-office project director

Qualifications:

  • Postgraduate university degree in fisheries or a related area of study essential
  • Excellent reading and writing skills in English including report writing essential
  • Minimum of five years of similar management experience working in the marine and fisheries sector preferably in NGO, private sector, or government agency essential
  • Demonstrated experience with preparing subcontracts and managing progress in completion of deliverables under contract
  • Excellent interpersonal skills and experience in liaising with government officials, preferably from the Ministry of Marine Affairs and Fisheries
  • Detail-oriented with the ability to multitask, organize, and work productively and efficiently in a fast-paced environment
  • Proficient in Microsoft Office (PowerPoint, Word, Excel) essential and capacity to provide graphic inputs to technical reports preferred
  • Experience with project office or other project management software an advantage
  • Demonstrated leadership, versatility, and integrity
  • Advanced reading and writing skills in Bahasa Indonesia preferred
