In the context of the devastating impact of Ebola Virus Disease, UNDP is working with Governments of the three most affected countries (Guinea, Liberia and Sierra Leone), other UN agencies, donors, the private sector, civil society organizations and affected communities. The International Ebola Recovery Conference, hosted by the Secretary-General, took place in New York on 9 and 10 July.  A key objective of the Conference was the mobilization of support and concrete commitments from Member States and non-governmental actors, including the private sector, for the recovery of the countries primarily affected by the Ebola outbreak.

As a follow up to the conference, UNDP has committed itself to support the three countries affected by the Ebola Virus Disease (EVD) - Guinea, Liberia and Sierra Leone, as they formulate and implement short and medium term strategies to recover from the debilitating impacts of the Ebola epidemic. It also seeks to enable more effective and coordinated engagement with, and support to regional institutions, in particular the Mano River Union (MRU), in the development and implementation of regional initiatives to mitigate the cross-border impacts of the disease, and build the cross-border capacities needed to prevent and, if necessary, respond to future epidemics of this nature both within and beyond the geographical boundaries of the MRU.  The International Conference on Ebola Recovery reiterated the need for urgency in implementing recovery projects. The need for UNDP support to national and local governments can therefore not be overstated.

It is within this context that UNDP is seeking a recovery and development expert to help in the development of support frameworks to the government, as well as development of project proposals on Ebola Recovery.

 


Duties and Responsibilities

Key activities the consultant will be asked to carry out include:

  • Ebola Recovery Support Frameworks developed /revised including new service lines such as access to energy, as may be required;
  • Ebola recovery project proposal documents reviewed, revised and/or new ones developed as necessary;
  • Mapping of recovery interventions undertaken, and mapping and lessons learnt reports produced;
  • Workshop on Ebola recovery organized and facilitated.

Expected Outputs and Deliverable

 Under the direct supervision of the Ebola Recovery Development Solutions Team Manager in the Bureau for Policy and Programme Support, the consultant will be responsible for the following tasks:

  • Support the Development Solutions Team in technical support to the three most affected Countries as may be required from time to time;
  • Undertake Ebola recovery mapping across the three countries drawing lessons and experiences on Ebola recovery policy and programming support;
  • Support the compilation of Ebola recovery project proposals at HQ, RSCs and Country Offices;
  • Support the development and/or revision of UNDP CO Ebola Recovery Support Frameworks as needed;
  • Support the development of any technical materials on Ebola recovery as may be required;
  • Provide technical support in the organization of at least one workshop on Ebola recovery;

Required Skills and Experience

Education:

  • Master’s degree in a development related field (Economics, Public or Business Administration, Political Science or other Social Sciences).

Work experience:

  • At least 10 years of relevant professional experience, including experience working on any of the following fields: Early recovery and development assistance, jobs/livelihoods, governance and peace building, Health and Development, Energy and Environment and the UN System;
  • Experience of working and networking with counterparts in international organizations, governments, civil society organizations and the private sector;
  • Experience in producing or facilitating knowledge products and services;
  • Experience with UNDP or other UN development organization desirable.

Languages:

  • Fluency in English with excellent drafting skills;
  • Written and spoken knowledge of an additional UN language is an asset.

Scope of Price Proposal and Schedule of Payments

Applicants must quote a daily consultancy fee or a lump sum monthly remuneration in their proposal.

Criteria for Selection of Best Offer

The award of the contract will be made to the individual consultant whose proposal is determined as having the highest combined score of the technical and financial scores, calculated as follows:

  • Technical criteria weight (70%);
  • Financial criteria weight (30%).

Only candidates obtaining a minimum of 70 points out of 100 at the technical evaluation will be considered for the financial evaluation.

Technical Proposal (70%)

The breakdown of the evaluation of the technical proposal is as follows:

  • Criteria A: Experience in programming /policy advice on recovery, and development (20 points);
  • Criteria B: High level of communication, writing and publications (30 points);
  • Criteria C: Experience in knowledge management (10  points);
  • Criteria D: Experience in partnership building /networking (10 points).

 Interviews may be conducted.

Financial Proposal (30%)

The following formula will be used to evaluate financial proposal: p = y (µ/z) where:

  • p = points for the financial proposal being evaluated;
  • y = maximum number of points for the financial proposal (30 points);
  • µ = price of the lowest priced proposal;
  • z = price of the proposal being evaluated.

 The award of contract will be made to the individual consultant who receives the highest combined score out of the weighted technical and financial criteria as specified above.
