Now that the agencies of the UN system in Europe and Central Asia have agreed to produce a regional green economy and sustainable development report, the next critical question is: how do we make sure its messages are heard?  If our goal is to genuinely engage a range of ministries, mayors and other leaders on the issue of sustainable development, the report itself and the regional preparatory meetings will probably not be enough.   If we want Eastern Europe to play a role in the global debate, maybe even bridging the gap in climate perspective between the G77 and developed economies, we will need to build an engagement process which generates a buzz around themes of the report, even before it is fully written. To do this we need to be very clear on what we are proposing as sustainable, green and inclusive solutions.

 

Duties and Responsibilities

Objectives:

  • To build capacity of RBEC staff and UN partners on how to design an advocacy strategy including setting objectives, deciding on messaging and audience based on regional/country political context
  • To apply advocacy methodology to the theme of sustainable development and green economy
  • To increase capacity of senior UN managers to advocate with a range of constituents on green economy issues
  • To enable and support UNDP staff develop a draft advocacy plan for the Sustainable Development and the Rio +20-process

Deliverables:

  • Develop agenda and background materials for two day workshop with (up to 15) BRC and select CO staff  in late June to result in draft advocacy plan for  sustainable development  for June 2011-June 2012.
  • Lead above  2 day workshop
  • Provide feedback and comments on the draft advocacy plan
  • Provide feedback on draft advocacy messages
  • Lead senior level session on climate advocacy at “Rio Next Practices” Seminar and/or assist with messaging development during 3 day Rio Next Practices seminar

Required Skills and Experience

Academic Qualifications/Education:

  • Masters degree in business

Experience:

  • At least 7 years of progressive experience in advocacy and communication.
  • Extensive experience leading advocacy campaigns
  • Knowledge of sustainable development and green economy dynamics and trade-offs
  • Previous experience working in RBEC region desirable
  • Knowledge and experience of the UN approach to government partnership and advocacy areas

Language skills:

  • Excellent writing, editing, and oral communication skills in English

Evaluation of Applicants

Individual consultants will be evaluated based on a cumulative analysis taking into consideration the combination of the applicants’ qualifications and financial proposal.
The award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

  • responsive/compliant/acceptable, and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Only the highest ranked candidates who would be found qualified for the job will be considered for the Financial Evaluation.
Technical Criteria - 70% of total evaluation – max. 35 points:

  • Criteria A (education) – max points: 5
  • Criteria B (experience leading advocacy campaigns) – max points: 20
  • Criteria C (Knowledge of sustainable development and green economy dynamics and trade-offs)– max points: 5
  • Criteria D (Knowledge and experience of the UN approach to government partnership and advocacy areas)– max points: 5

Financial Criteria - 30% of total evaluation – max. 15 points

*Please note that the financial proposal is all-inclusive and shall take into account various expenses incurred by the consultant/contractor during the contract period (e.g. fee, health insurance, vaccination and any other relevant expenses related to the performance of services...). All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel. 

Payments will be made only upon confirmation of UNDP on delivering on the contract obligations in a satisfactory manner.

Individual Consultants are responsible for ensuring they have vaccinations/inoculations when travelling to certain countries, as designated by the UN Medical Director. Consultants are also required to comply with the UN security directives set forth under dss.un.org
