Background

In 2011, UNDP provided technical assistance to the Government of Bahrain to study the feasibility of establishing an energy center with the key objectives of developing a cohesive and sustainable energy policy and to promote Renewable Energy and Energy Efficiency. The center will also work towards bridging the legal, institutional, and capacity gaps in order for the sector to meet the future challenges. The findings of the study were favorable of the establishment of an energy center. In view of that, UNDP in partnership with Government of Bahrain, embarked on the formulation of a project for the establishment of the above center.

A Project Document for the Establishment of an energy center was formulated in consultation with Government of Bahrain. The Project Document was then presented to key stakeholders to get feedback and support. The proposed project has the main following outputs:

  1. Establishment of Bahrain Centre for Sustainable Energy
  2. Institutional capacity building of Centre for Sustainable Energy
  3. Development of National energy policy paper and a framework for National Energy Strategy
  4. Promotion of Energy Efficiency
  5. Promotion of Renewable energy resources

The project document is expected to be signed in 2012.

Duties and Responsibilities

The consultant will be required to provide technical advisory services and to give strategic direction to support the establishment of the energy center. This will mainly entail:

  • Complete understanding of the project and the national energy sector context through literature review (including 2010 Gap Analysis and Feasibility Study) and discussion with technical personnel from key institutions.
  • Holding consultations with senior government officials and key stakeholders to identify gaps, immediate priorities and how establishing an energy center can best address their needs.
  • Providing advice on the organization structure of the center and staffing policy.
  • Proposing a work plan with high priority activities for establishing the center.
  • Identifying profiles of stakeholders in the center (agency roles, cooperation areas and mechanism, etc.) and providing advice on composition of an advisory/ oversight board.
  • Proposing potential centers of excellence in the region and elsewhere for future collaboration.
  • Reviewing TOR of Project Manager.

Deliverables:

The consultant will be responsible to submit the following deliverables:

  • Organisation structure and staffing policy.
  • Detailed operational work plan (tasks, milestones, staffing, budget, etc.) for the first year after signature.
  • Revised TOR of Project Manager.
  • Report detailing findings from consultations with stakeholders and suggesting their profiles as  Workshop to share findings and recommendations may be arranged.

Competencies

  • The consultant should demonstrate integrity by modeling the UN’s values and ethical standards; and
  • Display cultural, gender, religion, race, nationality and age sensitivity and adaptability.

Required Skills and Experience

Education:
  • A post graduate degree in energy related area,
Experience:
  • The candidate must have at least 10 years of experience in the field of, energy technologies, energy policies, energy regulations energy efficiency, renewable energy or other energy related areas or environmental science.
  • Work related to establishment of similar centers is an advantage.
Language Requirements:
  • Proficiency in written and spoken English is a must.
  • Arabic language is an advantage.
Interested individual consultants must submit the following documents/information to demonstrate their qualifications to procurement.bh@undp.org:

1. Proposal:

  • Explaining why they are the most suitable for the work
  • Provide a brief methodology on how they will approach and conduct the work (if applicable)

2. Personal CV including past experience in similar projects and at least 3 references
3. Lump sum contracts

The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR.  In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days).  

Travel:

All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel.  In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.

In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed.

Cumulative analysis:
When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

  • responsive/compliant/acceptable, and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Technical Criteria weight; 70%:

  • Relevant experience in energy related topics/ fields - (30 points) 
  • Expertise relevant to the establishment of similar centers -  (25 points)
  • Relevant qualifications - (15 points)

Financial 30%

Only candidates obtaining a minimum of 70 point would be considered for the Financial Evaluation.
