Under direction of EDF’s Director of Regulatory Strategy, the State Affairs Manager will be responsible for the day-to-day oversight and coordination of activities of staff and consultants carrying out state-based programs to secure adoption and implementation of state plans that achieve cost-effective reductions of carbon emissions from the electric power sector under the U.S. EPA Clean Power Plan.

Under supervision of the Director of Regulatory Strategy, the State Affairs Manager will have day-to-day responsibility for implementing state-based efforts to secure adoption and implementation of compliance plans under the Clean Power Plan. The State Affairs Manager will oversee staff and consultants working in multiple states. She/he will engage directly with state officials and staff, electric power sector representatives, NGO partners, the media and other stakeholders. The State Affairs Manager will work with other team members internally on strategic planning and coordination, will provide timely updates to the Director of Regulatory Strategy and other internal partners and will ensure EDF’s state-based activities are reflective of emerging opportunities and challenges. The State Affairs Manager will help ensure close coordination with other EDF programs working in the same states.

The successful applicant will have the following minimum qualifications:

  • Graduate degree or equivalent work experience in science, policy, economics or law in areas related to energy and the environment.
  • At least seven years professional experience and a demonstrated history of success in working with senior state officials, environmental NGOs, industry representatives and other stakeholders to secure state-level policy improvements on energy, air quality or other environmental issues – especially those related to the electric power sector.
  • A strong working knowledge of Clean Air Act and power sector issues, power market dynamics, and related state policies and politics.
  • A demonstrated capacity to develop and oversee effective state-based campaigns to secure improvements in state energy, air quality or other environmental policies – especially those related to the electric power sector.
  • Demonstrated ability to lead complex projects with numerous team members in a fast-paced working environment, and a high capacity for working collaboratively across multiple programs.
  • Clear, concise and engaging verbal and written communicator.
  • Extensive travel required (more than 50%).
