Description

The STAR Community Index Director is a leadership position within ICLEI’s Programs and Innovation Department responsible for managing the development, integration, and deployment of the STAR Community Index (STAR). STAR advances sustainability by uniquely combining the following elements: 

  • A framework for sustainability based on the pillars of environment, economy, and social equity;
  • An online data-management platform that gathers, organizes, analyzes, and presents information required to meet community and government sustainability goals through effective management; and
  • A management model and rating system that drives continuous improvement in community health, vitality and prosperity for all residents.

The STAR Community Index Director must exhibit a high level of autonomy yet be collaborative and aligned with the strategic goals and objectives of the department and ICLEI as a whole. The primary responsibilities of the STAR Community Index Director include:

Leadership & Management

  • Contribute to strategic planning, financial accountability, and collaboration within ICLEI and its Program & Innovation Department;
  • Due to the complex nature of ICLEI and STAR and the geographically dispersed units contributing to its creation, excellent communication skills and experience in online collaborative platforms are essential.
  • Represent ICLEI and the STAR initiative in regional, national and international venues.

 

Project Management

  • Effectively lead, plan, schedule and budget for the development, deployment and ongoing operation and improvement of the STAR Community Index;
  • Create an integrated work flow process for STAR;
  • Develop and align the STAR sustainability framework, goals and measures with its rating system and ICLEI’s 5-Milestone Process;
  • Develop and test the STAR online platform, including user dashboard, administrative systems, and data management system;
  • Coordinate the development of STAR documentation, instructions and training materials;
  • Manage private and federally funded grant programs focused on sustainability and the STAR Community Index; 
  • Supervise, manage, coordinate and develop staff with varying experience and expertise;
  • Effectively manage consultants and contractors;
  • Prepare regular program plans, projections, progress and financial reports;

 Business Development and Marketing

  • Launch STAR as a new business or product and service line under the direction of the Deputy Executive Director of the Programs and Innovation Department;
  • Actively seek and pursue strategic funding opportunities under the direction of the Deputy Executive Director of Programs and IP Development Department; 
  • Participate in the branding, marketing and communications for STAR and ICLEI products and services;
  • Represent ICLEI and its member communities at regional, national, and international sustainability meetings, where relevant;
  • Devise mechanisms for marketing and collaborating around STAR with ICLEI’s offices in the USA and internationally;

Knowledge, Expertise and Other Responsibilities

  • Maintain current knowledge of national and international developments in the fields of sustainability indicators, rating systems and standards/certifications, performance management; 
  • Establish and manage relationships with local, state, and regional governmental bodies and appropriate nonprofit or intergovernmental organizations under the direction of the Deputy Executive Director of the Programs and Innovation Department; 
  • Utilize a stakeholder engagement process to develop and approve sustainability benchmarks and performance measures. 
  • Lead or participate in any other tasks/projects as deemed necessary.   

Qualifications

Eligible applicants will possess a master’s degree and at least ten years of experience with advanced knowledge of project management; knowledge of sustainability indicators and performance management systems; and a keen understanding of public administration concepts, ideally in the local government context. ICLEI prefers a Project Manager Professional credentialed from the Project Management Institute for this position. Experience as an entrepreneur or launching new products or business ventures is also preferred. Applicants must possess excellent analytical, organizational, interpersonal, work planning, communications, and writing skills and be able to travel, as necessary. Experience in managing complex relationships and multiple programs is a must.

An ability to be a self-starter and work independently along with experience leading a team is required. Candidates should have a demonstrated interest in working on sustainability indicators and performance management at the local level and a desire to work in a fast–paced, evolving organization.  

Position Location
The position is based in Washington D.C. or Boston. Applicants must be willing to travel 30% of the time. 

Salary Range
