POSITION TITLE (ENGLISH):  Staff Development Manager

DEPARTMENT:  Organisational Support

REPORTS TO:  Organisational Support Director

LOCATION:  Hong Kong / Beijing / Taipei / Seoul

PURPOSE OF POSITION:

To develop, implement, and evaluate a range of strategic planning, policies, trainings and staff development programmes, designed for the organizational development needs and HR strategy of Greenpeace  in East Asia, and worldwide.

MAJOR RESPONSIBILITIES:

1.  HR strategy and policies

  • a.Be involved in the development of global HR strategy and the implementation of the global HR strategy in East Asia.
  • b.Develop, advise the Organisational Support Director, and implement recruitment, staff development and retention strategies for Greenpeace East Asia.  Develop new policies to implement such strategies.  Work with HR & Admin Manager to make sure that the organisation’s policies and procedures are in line with the strategies approved.
  • c.Develop programmes (e.g. internship programme and/or alumni programme) to maintain connections with the talent pools for the key positions of the organization and with former staff of Greenpeace in the region.
  • d.Develop mechanisms to evaluate the effectiveness of the HR strategies and policies. Advise the Organisational Support Director regarding the needs to improve or change any of the strategies and/or policies.

2. Training and Staff Development

  • a.Develop staff development programmes, in line with the other HR strategies, to give orientation, train and develop the skills and core values and to provide better career path for staff.
  • b.Analyse all training and development needs including but not limited to management skills, job performance skills, organizational processes and development of campaigning issues. Plan, deliver and evaluate training programmes to enable staff to acquire the specific knowledge and skills required for the jobs. 
  • c.Discuss with line managers regarding development needs of individual staff and advise the line managers what kinds of trainings or other development tools (e.g. secondment) are suitable for the individual staff. Once decided help with the implementation of any such programmes.
  • d.Research, design and arrange in-house training programmes and materials. Work with the inhouse trainers to make sure that the training programmes are in line with the objectives of the staff development programme.
  • e.Negotiate with external suppliers on training programmes so that the training services provided by external suppliers are within the organization’s budget and are in line with the objectives of the staff development programme.
  • f.Develop and implement knowledge management strategy so that knowledge of the operations of the organization (including campaigning, communications, fundraising and other functions) can be captured, stored, maintained and shared in an appropriate way within the organization. Encourage staff to share their experience and knowledge with other colleagues and make sure that such knowledge is stored in a structured way and easily assessable by other staff in the future.

REQUIREMENTS:

The person will be degree qualified with at least 5 years in managerial position/s in HR. A good understanding of financial matters would be an asset. The person will be a dynamic, articulate person with exceptional communication skills and familiar with Mainland China Employment laws and practices.  An international background and ability to relate to Hong Kong, Mainland China, Taiwan and Korea systems is equally important.  S/he also has a service oriented attitude and be able to work well under a fast pace and high-pressure environment.  Good communication skills in English, both written and spoken necessary. Fluent Mandarin Chinese is preferable.
