I.M. Systems Group, Inc. (IMSG), www.imsg.com, a Federal Government Contractor, in a request to provide a bid for a proposal, is looking to submit resumes for a Sr. NEPA Fisheries Analyst to work at the NOAA National Marine Fisheries Service (NMFS) Office of Sustainable Fisheries (OSF). This is part-time position that will be located in Silver Spring, MD.

The Office of Habitat Conservation recently started work on drafting an Environmental Impact Statement (EIS) to address restoration of the Gulf of Mexico ecosystem in the aftermath of the Deepwater Horizon oil spill.  This NEPA document will analyze the environmental impacts of habitat restoration addressing impacts of the oil spill and oil spill response activities on salt marshes, sand dunes, mangroves, submerged aquatic vegetation, coral reefs, and other coastal and marine habitats, as well as impacts to commercial and recreational fisheries.

Duties:

  • Provide expertise in evaluating and publishing NEPA documents for controversial, complex, and technical projects or programs in the marine environment as part of the NEPA program oversight of the six Science Center programmatic environmental assessments.  Expertise would need to include first-hand Develop and recommend work plan task designs and potential capabilities to carry out the plan.
  • Coordinate with all personnel involved in all aspects of project activity consistent with the NMFS NEPA Coordinator guidance
  • Review NEPA documents for controversial, complex, and technical projects or programs in the marine environment to support the NEPA program oversight of National Marine Fisheries Science Center environmental assessments, Deepwater Horizon EIS development, programmatic aquaculture NEPA documents, and other NEPA documentation, ensuring technical and legal adequacy. 
  • Promote environmental policy coordination, ensuring that NMFS’ policies, programs, and plans are in compliance with NEPA and related environmental legislation (Endangered Species Act, Magnuson-Stevens Fishery Conservation and Management Act, Marine Mammal Protection Act, etc.). 
  • Support NEPA compliance for the range of agency resource planning and plan implementation, including fishery management, scientific research programs, habitat conservation and restoration, endangered species conservation and recovery activities, and NMFS Aquaculture Program activities.  
  • Provide expertise and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations.
  • Provide expertise in application of pertinent laws, regulations, policies and precedent, which affect the use of program and related fishery management resources.
  • Analyze fishery/ecosystem science, program legislation, regulations and socioeconomic and political environment for management purposes
  • Analysis of fishery/ecosystem program legislation, regulations and the socio-economic and political environment in which these program operate

 

Qualifications:

  • A combination of experience and education of 25 years, including at least 6 years of National Environmental Policy Act (NEPA) project management experience on controversial, complex, and technical projects or programs in the marine environment
  • Expert knowledge and skill in applying high level analytical and evaluative NEPA techniques in the marine environment dealing with complex management strategies in a challenging political environments
  • Knowledge of NMFS research and management activities.
  • Knowledge and skill in applying complex NEPA disciplines and methodologies to the planning, analysis, evaluation of management alternatives
  • Extensive experience in leading organizations or large teams and projects, investigating problems, making recommendations for improvements and implement approved modifications and providing expert testimony in the area of NEPA
  • Current NOAA clearance is desirable and the ability to obtain security clearance will be mandatory
  • Occasional short duration travel will be necessary

Education Requirements:

  • Every year of successful college curriculum may substitute for experience i.e. an Associate degree may substitute for 2 years’ experience, a Bachelors Degree may substitute for 4 years’ experience a Master's degree may substitute for 2 years of experience and a Ph.D. degree may substitute for 4 years
