I.M. Systems Group, Inc. (IMSG), www.imsg.com, a Federal Government Contractor, in a request to provide a bid for a proposal, is looking to submit resumes for a Sr. Fisheries Scientist to work at the NOAA National Marine Fisheries Service (NMFS) Office of Sustainable Fisheries (OSF) located in Silver Spring, MD.

The Office of Sustainable Fisheries (OSF) is a Headquarters program office of NOAA's National Marine Fisheries Service (NMFS or NOAA Fisheries Service). OSF works to manage fish stocks important to commercial, recreational, and subsistence fisheries through guidance and support of Regional Offices and Regional Fishery Management Councils (RFMC). OSF also strives to facilitate effective communication between and among constituents and supports a variety of seafood safety measures.

OSF needs professional scientific and programmatic expertise in areas relating to sustainable fisheries and ecosystem management and regulation, and / or NOAA‘s Strategic Execution and Evaluation (SEE).  Specifically, OSF needs expertise and skills in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations, as well as expertise in translating operational requirements into system technology solutions.  This requires additional expertise in pertinent laws, regulations, policies and precedent, which affect the use of program and related support resources in the area studied.  It further requires software skills, expertise in communication, regulatory writing and editing, and website maintenance.

Duties:

  • Provide research and analysis of FMP and or Healthy Oceans requirements and capabilities.
  • Work with SEE representatives of the NOAA Line Offices (NOAA Fisheries Service, NOAA Research, NOAA Ocean Service) to develop, draft and coordinate Agency operating plans, program plans, spending plans, budgets, and other program planning and documentation as required. 
  • Review Fishery Management Plans and related regulatory documents, notices, emergency actions, issues advisories, National Environmental Policy Act-related actions, and other fishery management actions to confirm that regulatory packages have been properly prepared by Regional, Council or Headquarters staff in accordance with current NMFS guidance, Magnuson Stevens Act, Sustainable Fisheries Act, and other related laws.
  • Provide training to document drafters and new staff to update and improve their skills on the regulatory process.
  • Formulate and provide recommendations on alternatives for consideration for managing the Atlantic shark fishery.
  • Provide assistance to Sustainable Fishery Managers to carry out requirements of the Magnuson-Stevens Fishery Management and Conservation Act.
  • Develop alternative management strategies to meet fishery management goals, objectives sand challenges and communicate the strategies in written proposals and oral presentations.
  • Provide high level consultant expertise in evaluation of fishery management plans, recommendation and implementation of changes needed in the Atlantic shark fisheries regarding its overall management structure and to support the mission of the Highly Migratory Species Management Division and the Office of Sustainable Fisheries.
  • Make recommendations on alternatives to consider for managing the Atlantic shark fishing season.

Qualifications:

  • A combination of experience and education of 25 years in a related field, including at least 5 years’ experience of developing regulatory and management documents for fisheries illustrating the below capabilities
  • Expert knowledge and skill in applying high level analytical and evaluative techniques fishery science and management challenges to identify alternative strategies to ensure scientific underpinning of alternatives in challenging political environments
  • Knowledge and skill on of applying complex fishery science disciplines and methodologies to the planning, analysis, evaluation, implementation, and/or support of analytical management alternatives
  • Extensive experience in leading teams and projects, investigating problems, making recommendations for improvements and implement approved modifications and providing expert testimony in the area of fisheries management 
    Current clearance is desirable and the ability to obtain security clearance will be mandatory
  • Occasional short duration travel will be necessary

Education Requirements:

  • Every year of successful college curriculum may substitute for experience, i.e. an Associate degree may substitute for 2 years’ experience, a Bachelors Degree may substitute for 4 years’ experience a Master's degree may substitute for 2 years of experience and a Ph.D. degree may substitute for 4 years’ experience.

Required Software Experience

  • SAS—Merge multiple databases into the program and produce quick analyses from the data
  • Oracle—Perform queries Oracle DBs.
  • Excel—Sort and analyze data that is received in this format; create graphs and tables.
  • Access—Sort and analyze data, must be able to build DBs and perform queries.
  • Powerpoint—Create presentations and slides for public hearings
