Description

The UNDP country offices are a growing number of national requests for assistance in understanding the implications of climate change on national development and to develop strategies and integrated plans to manage the emerging challenges and opportunities arise . UNDP has played an important role , helping countries to access and provide funding for the fight against climate change , as an implementing agency of the Global Environment Facility ( GEF ) , co-director of the Program National Communications Support Unit and through the provision of initiatives such as the MDG Carbon Strengthening the capacity of political leaders , the Fund for the MDGs , the African Adjustment Program , CC - DARE - UN REDD , climate Territories carbon neutral and resistant to climate change and the 2007 Report on human development and climate change (activities totaling more than $ 220 million in catalytic funding ) . Still, in doing so, UNDP must continue to strengthen its advisory capacity on policy responses to climate change.

Given the increasing urgency of the implementation of response measures to climate change in all countries of the Programme , UNDP is now being invested in building services in the fight against climate change , which It provides to all countries and, in particular the least developed countries (LDCs ) . No fewer than 26 climate change experts at the national level will be recruited to supplement the capacity of staff , resident offices in the fight against climate change . The climate change specialists look to strengthen the capacity of UNDP's climate change policies , to improve coherence in UNDP and the entire country team and promote strategic engagement on key climate issues for UNDP . The climate change specialists are fully integrated into the community of practitioners , consultants and experts on climate change , already working at national, regional and headquarters. In addition to their integration into the structure of the respective branches , the climate change experts will work under the technical direction of the group leader for Energy and the Environment of the Regional Centre. It is expected that the plans and work priorities are fully aligned with the goals of global and regional companies .

 

Duties and Responsibilities

1. To promote political commitment and strategic background on climate change , with government and development partners , ensuring compatibility with the guidelines of international policy on climate change provided by headquarters
• Engage with key partners at national level including, in particular , key ministries , donors , NGOs , private sector and civil society , political dialogue on climate change , focusing on the development of an institutional regime and Financial Post in 2012 , using the technical advice available at regional and global levels and ensuring consistency with the policies governing the international climate policy , provided by headquarters.
• Provide substantive contributions to the development of strategies and development plans for low carbon and resilient to climate change and review sector policies , which can serve as a platform for the implementation of measures appropriate mitigation at the national level ( NAMA ) , ensuring consistency with the guidelines of international climate policy , provided by headquarters .
• Serve as a source of expertise and a safety net in evaluating the economic impact of climate change on vulnerable sectors of the economy of a country, as appropriate, using the technical information available at regional and global .
• Support capacity building of government institutions in the field of program-related resources in the fight against climate change , and provide advice on effective use and management of various funding mechanisms dedicated to the fight against climate change , relying on financial institutions of environmental financing mechanisms EGE .
• Observe and participate in national and international debates on climate change organized in the framework of the comprehensive policy to fight against climate change by UNDP .
• Determine the most advantageous areas for UNDP interventions in which it can add value and inform the Regional Centre and headquarters.
• Provide management with UNDP on all matters of climate policy advice related to providing advice and strategic direction, with a focus on adaptation measures.
• Serve as a resource in the field of capacity building activities in the fight against climate change , the UNDP Resident Office and the country team.

2. Support the development of an approach to climate change in UN-wide and promote the role of UNDP , including policies and programmatic initiatives in ensuring consistency and integration with approaches, methodologies and regional and global strategies .

• Support level of UNDP / UNCT , development of a programmatic approach to integrating climate risk management in the framework documents ( UNDAF , CPAP ) and portfolios of projects available in all Practice Areas
• Provide country programs, technical advice and support in identifying and assessing risks and opportunities related to climate, in all practice areas, such as poverty reduction , good governance, protection Environment , CPR , gender , capacity building within UNDP and across the UN system
• Identify and develop components of the UN approach to be provided by UNDP
• Promote cross - practice collaboration (the reduction of poverty , good governance , CPR , gender equality , capacity building ) within UNDP and the UN system .

3. Promote strategic partnerships and knowledge management

• Change position papers and technical papers and policy and guidance notes and information global and regional, to national circumstances.
• Develop and adapt contributions to the briefing notes / position papers that deal with political links between climate change concerns and other development concerns and , in collaboration with other practice areas, such as good governance , poverty reduction , gender equality , prevention of crises and the output and capacity building.
• Editor of ' resident offices and in collaboration with the Regional Service Centre and GEE , strengthen strategic partnerships and thematic with key stakeholders , including with governments , donors and the private sector , for identification of opportunities, formulation of joint initiatives at maximum efficiency and impact , minimizing duplication of efforts and reduction of transaction costs.
• Explore potential partnerships with the private sector in the fight against climate change and explore funding opportunities for reducing emissions of carbon to protect the environment.
• Support efforts by the government in mobilizing resources for the fight against climate change , in particular based on specific financing mechanisms to fight against climate change , such as the financial mechanism Carbon and the Millennium Development, the CDM , the system of reducing emissions from deforestation and forest degradation ( REDD ) , and the Trust Fund multi -donor UN , etc. .
• Promote the exchange of information and facilitate dialogue within the donor community by initiating and / or participating in consultative meetings and preparing briefing materials and guidance on climate change .
• Provide regular updates on the status of international negotiations on climate change and upcoming events , using data released by the EGE and regional service centers . These data should help develop and strengthen common positions on UN issues in the fight against climate change .
• Ensure an optimal flow of information on initiatives , projects , international negotiations on climate and related issues between the CO and other partners, in particular, regional service centers and headquarters .

Impact on results

The key results have an impact on the overall effectiveness and efficiency of UN activities in the fight against climate change in the country , particularly in terms of decision making , planning for the short, medium and Leasing and improved results from the business sector and the services rendered to customers . They also have an impact on improving awareness and knowledge of government partners and civil society and communities about the risks that climate change poses to development and for capacity assessment adaptation of development plans and sectoral policies to climate change .
