Description

UNDP’s Social and Environmental Standards (SES) underpin UNDP’s commitment to mainstream social and environmental sustainability in our Programmes and Projects to support sustainable development. The objectives of the standards are to:

  • Strengthen the social and environmental outcomes of Programmes and Projects;
  • Avoid adverse impacts to people and the environment ;
  • Minimize, mitigate, and manage adverse impacts where avoidance is not possible ;
  • Strengthen UNDP and partner capacities for managing social and environmental risks;
  • Ensure full and effective stakeholder engagement, including through a mechanism to respond to complaints from project-affected people;

A key mechanism to ensure these standards are applied is through UNDP’s project-level Social and Environmental Screening Procedure (SESP) which is a requirement for all proposed projects with a budget of $500,000 or more. The objectives of the SESP are to: (a) Integrate the SES Overarching Principles (human rights, gender equality and environmental sustainability); (b) Identify potential social and environmental risks and their significance; (c) Determine the Project's risk category (Low, Moderate, High); and (d) Determine the level of social and environmental assessment and management required to address potential risks and impacts.

The UNDP-GEF Unit is preparing a number of projects for urgent submission to external donors.

 

 

Duties and Responsibilities

Objective

UNDP-GEF is seeking the services of a second expert safeguards consultant to provide technical support to ensure that a number of projects under development (approximately 6) are designed to avoid potential social and environmental risks, and when avoidance is not possible, to ensure that proper assessment will be conducted and management measures are put in place.  This will include a detailed review and screening of project concepts to identify likely environmental and social risks, recommend ways in which to avoid such risks, and develop sound project-specific assessment and management measures and plans consistent with the requirements of the UNDP SES. All documents necessary to ensure full compliance with UNDP’s SES will be prepared. 

Scope of Work

The consultant will be responsible for the following activities:

  • Become fully familiar with the UNDP Social and Environmental Standards (SES) and those of relevant funding bodies.
  • Review draft project concepts and document/identify potential environmental and social risks.
  • As necessary, recommend issues for further discussion during stakeholder consultations undertaken during project development.
  • Ensure that identified social and environmental risks at the concept stage are effectively described in the final project proposals, addressing how the projects will avoid or mitigate negative impacts and incorporate appropriate environmental and social management plans as necessary.
  • Identify any potential social and environmental risks that will require further assessment and management planning during implementation, identify the level of risk and probability, and incorporate these requirements into the project proposal.
  • Prepare any other documentation – including additional management plans – as may be required to ensure full compliance with UNDP’s SES.

Expected Outputs and Deliverables:

Complete UNDP’s SESP for up to 15 countries depending on the need and request from Country Offices: countries to be identified.

  • Screening includes identification of: (i) potential social and environmental risks; (ii) impact and probability rating; (iii) significance rating; (iv) overall project risk categorization; and (v) assessment and management measures;
  • The screening will need to be conducted in a timely manner to ensure it does not result in delays in the project development in order to meet submission deadlines to donor.

Institutional Arrangement:

The consultant will report to the UNDP- Head of Climate Change Adaptation or his designate as directed. He/she will work closely with other staff in the UNDP BRH, UNDP Country Office staff and project/government counterparts as appropriate.

Review Time Required : 15 days

Contract Duration: 1 November 2016 – 15 October 2017

Duty Station: Home-based

Travel: The incumbent may be required to travel. Destination shall be assigned and approved prior to travel.

Required Skills and Experience

Education:

  • Master’s degree in international development, with specific academic background related to social and environmental sustainability or other closely related field;

Experience:

  • At least 10 years of experience related to Climate Change, and/ or social and environmental standards and impact assessment in an international development context;
  • Demonstrated knowledge of climate change adaptation; inter-governmental climate change processes; and sustainable development environmental management issues, adaptation, vulnerability and impacts of climate change and other related sustainable human development issues;
  • Demonstrated experience in project development, implementation and management.
  • Experience developing and conducting training related to social and environmental screening and assessment is an asset;
  • Familiarity with the UN System, in particular UNDP, and development banks is an advantage.

Language:

Excellence in English language is required.

Price Proposal and Schedule of Payments:

Consultant must send a financial proposal based on Daily Fee. 

Consultant shall quote an all-inclusive Daily Fee for the contract period. The term “all-inclusive” implies that all costs (professional fees, communications, consumables, etc.) that could be incurred by the IC in completing the assignment are already factored into the daily fee submitted in the proposal. If applicable, travel or daily allowance cost (if any work is to be done outside the IC’s duty station) should be identified separately. Payments shall be done on a monthly basis based on actual days worked, upon verification of completion of deliverables and approval by the IC’s supervisor of a Time Sheet indicating the days worked in the period.

In general, UNDP shall not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.

In the event of unforeseeable travel not anticipated in this TOR, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and the Individual Consultant, prior to travel and will be reimbursed.

Payment of travel costs including tickets, living allowance, terminal expenses and other travel related cost should be agreed upon, between the respective business unit and Individual Consultant, prior to travel. The consultant may need to arrange air ticket cost and it shall be reimbursed at actual but not exceed the price quoted by UNDP‘s travel agent. The provided living allowance will not be exceeding UNDP DSA rates. Repatriation travel cost from home to duty station in Bangkok and return shall not be covered by UNDP.

Evaluation Method and Criteria:

Individual consultants will be evaluated based on Cumulative analysis.

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as

a) responsive/compliant/acceptable; and

b) having received the highest score out of set of weighted technical criteria (70%) and financial criteria (30%).

Technical Criteria for Evaluation (Maximum 500 points) :

  • Cirteria 1 : Education - max 75 points;
  • Cirteria 2 : Experience related to Climate Change, and/ or social and environmental standards and impact assessment in an international development context - max 125 points;
  • Cirteria 3 : Demonstrated knowledge of climate change adaptation; inter-governmental climate change processes; and sustainable development environmental management issues, adaptation, vulnerability and impacts of climate change and other related sustainable human development issues - max 75 points;
  • Cirteria 4 : Demonstrated experience in project development, implementation and management - max 75 points;
  • Cirteria 5 : Experience developing and conducting training related to social and environmental screening and assessment is an asset - max 50 points;
  • Cirteria 6 : Familiarity with the UN System, in particular UNDP, and development banks is an advantage - max 50 points;
  • Cirteria 7 : Language - max 50 points.

Financial score shall be computed as a ratio of the proposal being evaluated and the lowest priced proposal received by UNDP for the assignment.

Only candidates obtaining a minimum of 350 points (70% of the total technical points) would be considered for the Financial Evaluation.

Only the top 3 candidates obtaining at least 70% or more of the total technical points (education, experience, and languages) will be considered for the interview and financial evaluation.

  • Letter of Confirmation of Interest and Availability using the template provided by UNDP;
  • Personal CV or P11, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references;
  • Brief description of why the individual considers him/herself as the most suitable for the assignment, and a methodology, on how they will approach and complete the assignment; 
  • Financial Proposal, as per template provided in Annex 2.
