Background

The most significant feature of Jordan’s marine environment is the coral reef ecosystems. The Jordanian reefs lie within the Red Sea which is designated as a World Wide Fund for Nature global 200 ecoregion on account of its unique marine biodiversity. The Gulf of Aqaba is a separate biogeographic zone within the Red Sea, and is of global significance in having the northern-most latitude reefs in the Western Indo-Pacific. 

Reefs in Jordan are among the most threatened in the Red Sea because they are shallow, easily accessible, and adjacent to a major population and industrial centre. They are suffering from a combination of factors common to reefs worldwide, that includes sedimentation caused by construction, algal overgrowth due to nutrient enrichment from sewage, physical damage from divers, boats and other recreational activities, and pollution from toxic industrial waste. 

The Aqaba Special Economic Zone Authority (ASEZA) in cooperation with United Nations Development Program (UNDP) funded by the Global Environment Facility (GEF) is currently implementing the project titled “Mainstreaming marine biodiversity conservation into coastal zone management in the Aqaba Special Economic Zone”. The main goal of this project is to internalize biodiversity as an asset and value, and for economic and infrastructure development to take into account the sensitivity of the ecosystems while meeting national objectives and remaining economically viable.

The project main components are:

  • Project Component 1: Knowledge management systems for planning and investment
  • Project Component 2: Promotion of biodiversity friendly investment and development
  • Project Component 3: Institutional capacity for Integrated Coastal Zone Management and biodiversity conservation
  • Project Component 4: Coral reef protection.

 

Duties and Responsibilities

Integrated Coastal Zone Management (ICZM) implies integration among different coastal and marine sectors (e.g. fisheries, tourism, transportation, etc.) and levels of government as well as among existing coastal research and management entities, which have largely focused on single disciplines and single sectors respectively while at the same time working independently from each other. Integration is therefore a complex task which requires, and is directly dependent on, individual and institutional capacity to address the many challenges that development and implementation of ICZM initiatives involve. 

In order to be able to formulate the most pertinent actions to be undertaken, the current situation of the capacity development effort for ICZM in Jordan/Aqaba needs to be established. 

UNDP defines Capacity as the ability of individuals and institutions to make and implement decisions and perform functions in an effective, efficient and sustainable manner. At the individual level, capacity development refers to the process of changing attitudes and behaviors-imparting knowledge and developing skills while maximizing the benefits of participation, knowledge exchange and ownership. At the institutional level it focuses on the overall organizational performance and functioning capabilities, as well as the ability of an organization to adapt to change’. 

This is a broad, encompassing definition that applies to current and emerging ICZM needs in capacity development. This is because the scope and complexity of ICZM processes require capacity development efforts that encompass not only individuals but also institutions, and administrative framework within which ICZM operates and interact. Hence, the need to adopt a broader definition of Capacity development that encompasses all required elements to be developed strengthened and supported on a continuous basis.

No efficient capacity development action can be undertaken without previously knowing about the existing as well as newly required human, institutional and financial resources that may tackle the specific ICZM capacity related issues. To undertake a capacity development action, a Capacity Assessment is needed. 

A Capacity Assessment is an analysis of desired future capacities against current capacities; this assessment generates an understanding of capacity assets and needs, which in turn leads to the formulation of capacity development response strategies. In sum, a simple equation that relates what I have and what I need is the basic driver to Capacity development initiatives. 

The objective of this assignment is to identify the capacity needs and provide analysis of the existing capacities with regard to the ICZM across all relevant sectors for ICZM. Based on this assessment a comprehensive capacity development program will be designed to effectively manage coastal area in Aqaba. This assignment refers to Project Component 3: Institutional capacity for ICZM and biodiversity conservation. This component involves the development of a comprehensive ICZM process that places marine biodiversity conservation on an equal footing with economic development in recognition of the ecosystem services provided by the former on which the latter depends. Outcome 3.3 of this component "Capacity to ensure implementation of effective ICZM strengthened" represents the scope of the present TOR and is aimed at the authorities responsible for effectively implementing the ICZM and includes development capacity in ASEZA as well as other institutions such as the Marine Park, Marine Science Station, Glass boaters organization and the Aqaba Diving Association.
The assessment will be undertaken for stakeholders, implementing partners and beneficiaries of the "mainstreaming" project at individual and institutional levels. It is expected that the consultations will be undertaken in a highly participatory manner with detailed consultations at national and local levels. Based on the capacity development needs assessment, capacity development activities, for different stakeholder group will be designed and implemented. 

Under the direct supervision of the Project Manager and the project focal point at ASEZA, the consultant will undertake the following specific tasks and activities using consultative and participatory approaches and methods: 

Objective 1: Analysis of the Institutional Capacity Assets and The Current Situation of ICZM in Aqaba.

Activities

Conduct a situational analysis in order to establish baseline capacity with regard to ICZM  (current state of ICZM capacity  and prospects for enhancing existing capacity), particularly to look at the following:

  • Mission/strategic management: Do the institutions have clearly defined and understood missions and mandates?
  • Culture/structure/competencies: Are the institutions effectively structured and managed?
  • Processes: Do institutional processes such as planning, quality management, monitoring and evaluation, work effectively?

Undertaken an analysis of the current capacity constraints to identify capacity development needs necessitated by the proposed shift to ICZM approach and consequent change in the responsibilities of AMP.
Reviewing of previous similar projects implemented in the country and their outputs, in particular with respect to the capacities that were available and were also needed (i.e. assess the Pros and Cons for such projects, in particular where capacities were critical components).
Analysis of the gap between current and required results. The following questions have to be answered:

  • What gaps do exist between current results and required results?
  • Why do these gaps exist?

Objective 2: Review Existing Human Capacities for ICZM within ASEZA and the Other Concerned Institutions.

Activities

Identification of the critical knowledge areas for ICZM at national and local levels.
Assessment of the current capacities (expertise, training capacity, current facilities for training, research, access to information and networks and the necessary infrastructure) in the critical knowledge areas.
Identify gaps in skills, knowledge and attitudes of the ICM practitioner.
The assessment should cover the cross-cutting capacities (known also as horizontal capacities) that are relevant to all sectors and technical specializations. The following capacity clusters need to be in focus in the present assessment. They pertain to (1) multi-stakeholder dialogue processes; (2) mobilizing information and knowledge (3) strategic planning and policy; (4) implementation, management and service delivery; as well as (5) monitoring, learning and accountability.
Detailed analysis of the experience of the professionals (in their respective areas).
Detailed assessment of the following cross-cutting issues:

  • Job requirements and skill levels: Are jobs correctly defined and are the required skills available?
  • Training/retraining: Is the appropriate learning taking place?
  • Career progression: Are individuals able to advance and develop professionally?
  • Access to information: Is there adequate access to needed information?
  • Personal/professional networking: Are individuals in contact and exchanging knowledge with appropriate peers?
  • Performance/conduct: Is performance effectively measured?
  • Incentives: Are these sufficient to promote excellence?
  • Values, integrity and attitudes: Are these in place and maintained?
  • Morale and motivation: Are these adequately maintained?
  • Work redeployment and job sharing: Are there alternatives to the existing arrangements?
  • Inter-relationships and team work: Do individuals interact effectively and form functional teams?
  • Interdependencies: Are there appropriate levels of interdependence?
  • Communication skills: Are these effective?

Objective 3: Identify and Assess the Existing Institutional and Policy Framework for ICZM in Aqaba.

Activities

Conduct a stakeholder analysis to identify all stakeholders and actors in the field of ICZM at national and local levels.
Conduct an analysis and review for the mandates and organizational structures of all relevant and concerned institutions/units/divisions identified in the above exercise.
Identifying inadequate institutional and policy statements overlaps in mandates and policies, and ways of harmonizing the mandates and policies to provide a more efficient system of CZM.
Assess the capacity-development needs for ICZM activities for each stakeholder and partner at individual and institutional levels.
Identify required training and modes of training for identified stakeholder needs (who, what training, how and when) and identify the “capacity development” priorities.
Assessment of the current capacities (expertise, training capacity, current facilities for training, research, access to information and networks) in the critical knowledge areas.
The assessment should consider the relevant and necessary infrastructure capacities i.e. Labs, libraries, research sections, etc.
Assessing institutional relationships within and outside the country.
A review of the role of the private sector, NGOs and other relevant stakeholders in the policy framework related to the relevant thematic areas.
Evaluate capacity development activities which have been undertaken by institutions and sectors (public and private), including training and human resource programmes.
Identify the linkages and potential synergies  between the mentioned agencies in regard to ICZM.
Assess and review if the concerned agencies and institutions have benefited from international initiatives on capacity assessment and development.
Held a national consultative meeting involving relevant stakeholders to present /discuss the early findings of the assessment.
Make recommendations on how to; improve organizational structures and processes, (such as mandate, mission, responsibilities, accountabilities, communications); build better relationships with the external environment (other organizations within or outside the country); improve an organizational performance and functioning to make it more effective, efficient and responsive to change.

Objective 4: Formulate Capacity Development Strategy and Action Plan

Activities

  • Develop a strategy and a plan of action for capacity development.
  • Suggest mechanisms for plan implementation.
  • Identify potential partner institutions at different levels.

Objective 5:  Consultation on the Main Findings of the Assessment and Capacity Development Strategy and Action Plan

Activities

Facilitate of a national workshop to present the findings of the draft report and action plan and obtain feedback.

The Expected Outputs and Deliverables of  the Assignment:

The expected outputs of the consultancy are as follows:

Inception Report: the consultant has to submit an inception report that includes a detailed work plan and demonstrating the methodology and techniques of the needs assessment. The report/workplan will be reviewed by and discussed with the project manager and revised as appropriate. The revised work plan will guide the subsequent activities of the consultant in relation to the other tasks.  

A report describing the major findings of the assessment including inter alia:

  • A list of capacity development needs and on capacity gap analysis of institutions, individuals, processes etc.
  • Identification of the key and critical knowledge areas for ICZM.
  • Proposal for revised allocation of functions and tasks between the different levels and among relevant departments/units, as appropriate.
  • A detailed analysis of unit and job descriptions of all directorates/Units/divisions at ASEZA and other institutions with current or potential future involvement in ICZM.
  • Detailed analysis of the experience of the professionals.
  • Analysis of the existing human capacities for ICZM within the concerned institutions compared with job and unit requirements identified in the institutional capacities assessment.
  • A well-developed description of those relevant units and jobs that do not have such description.
  • A review of the institutional and policy responsibilities and relevant activities of ASEZA and other institutions and determination of their adequacy, as they relate to national priorities with respect to ICZM.
  • A review of the role of the private sector, NGOs and other relevant stakeholders in ICZM.
  • Review of capacity development activities which have been undertaken by institutions and sectors (public and private), including training and human resource programs.
  • Existing capacity, capacity development constraints, needs and priorities for action from the institutional and policy perspective.

Capacity development strategy and Action plan for developing capacity.
A national workshop to present the findings of the Draft report and action plan and obtain feedback.
Final report combining the above listed outputs.

The consultant is expected to meet the target deadlines outlined in the following timetable.

Deliverable - Date

  1. Inception Report 3 days after signing the contract
  2. Report describing the major findings (Assessment Report) 3 weeks from sinning the contract
  3. Capacity development strategy and Action plan 4 weeks from signing  the contract
  4. National workshop 5 weeks  from signing the contract
  5. Final combined Report 6 weeks  from signing the contract

All report deliverables shall be submitted in English with a summary in Arabic and in hard and electronic versions.

Time frame for the assignment:

The estimated duration for the assignment is 20 working days distributed over 6 weeks during the period  August to end of September, 2012.

The consultant will have overall reasonability and accountability for the completion of the assignment:

  • The consultant will hold a UNDP contract. He/She will report to both the UNDP mainly Project Manager of Marine project and Environment Program Analyst. Any delay in submitting the deliverables must be indicated to both in good time with a coherent justification.
  • During the course of the assignment, the consultant will be dealing mainly with ASEZA's Commission for Environment and its directorates/divisions including Directorate of Environment and Aqaba Marine Park. 
  • The consultant will work under supervision of the UNDP and ASEZA.
  • Deliverables will be presented by the consultant to UNDP and ASEZA.
  • The Final Deliverables need to be approved by ASEZA and ultimately by UNDP.

Contractual Arrangements:

  • The financial offer must include lump-sum amount inclusive fees for 20 working days, travel cost and accommodation in Aqaba and exclusive of the cost of the one-day national workshop. The contract will be lump-sum installments based on agreed and approved deliverables accordingly.
  • No sub- contracting is allowed unless in specific circumstances. These specific circumstances must be put in writing to UNDP for their approval.

Compensation and Special Conditions:

All payments are subject to deliverables approval by UNDP. Payment are transferred in the following manner:

  • The First payment (20% of the total) is cleared upon delivery and approval of Deliverables 1.
  • The Second payment (50 % of total) after delivery and approval of Deliverable 2 and 3.
  • The Third payment (30% of total) after delivery and approval of Deliverable 4 and 5.

 

Competencies

  • Good communication and presentation skills.
  • Familiar with the international assessment toolkits.
  • Extensive experience analyzing data and preparing analytical reports.
  • Ability to work with a broad range of individuals of diverse institutions and levels.
  • Demonstrated experience in staff management, capacity-development and organizational assessment and management.
  • Demonstrated experience in carrying out surveys and knowledge of survey methodology.
  • Gender knowledge is an asset.

 

Required Skills and Experience

  • 10 years of relevant experience at the national and international level in natural resources management (particularly marine protected areas), environmental projects management, environmental management, capacity development programs and training, drafting national/regional strategies, action plans and analytical reports.
  • Extensive experience of institutional capacity needs assessment, planning and development.
  • Extensive knowledge of ICZM.
  • Familiarity of various mechanisms of capacity development including UNDP’s and other public sector capacity assessment methodologies and tools.
  • Proven experience in undertaking capacity needs assessments and in developing tailored made-training programs and modules.
