Description
The Natural England Wildlife Licensing Service (NEWLS) team assesses and issues Species Management, European Protected Species, and Science and Conservation Licenses for a variety of legally protected species. The team provides excellent customer service, ensuring processing targets and accreditation standards are met in full, and high customer satisfaction levels are achieved. The NEWLS team also provides chargeable species advice through NE’s discretionary advice service (DAS) and pre-submission service (PSS).
Job description

Role 1: Species team - NEWLS

A significant element of the Senior Advisor role is working with our Area Teams delivering priority work including nationally significant infrastructure projects (NSIPs) and other sustainable development activities. Central to the work is the involvement with complex licensing cases, leading the development of new licensing processes, seeking innovative ways in reducing the regulatory burden to customers as well as providing technical advice and training to the wider NEWLS.

Role 2: HS2 team

One role will initially provide licensing services for High Speed 2, working as part of NE’s HS2 advice team. This role will be providing maternity cover for approximately one year. After this period there may be an opportunity to continue in the HS2 team or otherwise move into NEWLS to work with other customers.

Role 3: Complex Case Unit

This is a role based in the newly formed Complex Case Unit (CCU). The role will oversee the project management of complex cases and other organisational priority work, this will range from new and novel licensing to innovative planning cases. The work will involve working with area teams and national operations delivery teams to ensure that every aspect of the project is brought together and well-coordinated.

Candidates will be asked to state their preferred role at interview.

Key tasks – all roles

Provide technical expertise and functional support to Wildlife Advisers, this will include ongoing professional development of people within the wider NEWLs team, in accordance with learning and development priorities in NEWLS.

Act as a senior point of escalation on our wildlife licensing decisions, in line with Natural England’s non-financial scheme of delegation.

Provision of technical advice (through our chargeable services) on protected species matters to external stakeholders including developers, consultants, local planning authorities and landowners.

Be a key part of various project teams, working with people who deliver other aspects of Natural England’s remit.

Actively lead and contribute to ongoing reform activities to improve Natural England’s wildlife licensing delivery and performance as part of the continuous business improvement project.

Contribute to and lead priority projects, working collaboratively with the High Risk Cases Team, Enforcement Team and the Strategy and Government Advice Team. For example our work on species re-introductions.

Lead and support key functional networks to help support our staff, share knowledge and enhance the delivery of our wildlife licensing activity

Provide technical guidance and expertise to NEWLS managers and people leaders, to secure the efficient delivery of complex and organisational priority work with in wildlife licensing.

Be a role model for Natural England’s ways of working and lead by example in complying with Natural England’s procedures.

Proactively encourage an inclusive atmosphere in the team and provide an open forum to team members to share suggestions and innovations and improvements to the ways of working.

Work in close liaison with the Group Coordinators, Team Leaders, the Workflow Manager and NEWLS Managers to ensure that the team is fully resourced and has the necessary capabilities to complete existing and new work.

In line with current legislation, ensure consistency in the delivery of Wildlife Licences seeking innovative approaches where appropriate

Champion change as we further embed Frontline Delivery Reform into the work of the team and contribute to the delivery of Natural England’s Conservation Strategy and the 25 Year plan.

Key tasks additional to the above for Role 3 (Complex Case Unit)

Project management skills, leading on complex cases to ensure outcomes are delivered on time, risks are identified and mitigated; opportunities are identified and embedded in to the project.

Other knowledge and experience

Roles 1 and 2 (Species Team and HS2)

At least a first degree in zoology, environmental science or other relevant scientific subject at level 2.ii or higher of evidence of equivalent relevant experience.

In depth ecological knowledge and expertise of one or more of the following species is essential; bats, great crested newts, badgers, dormouse, water vole, birds (including raptors, wildfowl and piscivorous).

Knowledge of protected species surveys, wildlife management and mitigation techniques and their application.

Experience in providing technical advice on protected species matters to developers, ecological consultants, local planning authorities or landowners is essential.

Knowledge of protected species surveys, wildlife management and mitigation techniques; their application and legislative framework.

Experience of working with key stakeholders, NGOs and other key partners.

Knowledge of the planning system and related work such as nationally significant infrastructure projects and sustainable development is desirable

Role 3 (Complex Case Unit)

Experience of project managing complex cases that require input from different technical specialists; working with others to secure outcomes, being flexible, adapting to changes in policy and guidance.

Knowledge of protected species surveys, wildlife management and mitigation techniques; their application and legislative framework.

Knowledge of the planning system and related work such as nationally significant infrastructure projects and sustainable development is desirable.

Ecological knowledge of one or more of the following species is desirable; bats, beavers, great crested newts, badgers, dormouse, water vole, birds (including raptors, wildfowl and piscivorous).

Act as a senior point of escalation on our wildlife licensing decisions, in line with Natural England’s non-financial scheme of delegation.

Provide technical guidance and expertise to secure the efficient delivery of complex and organisational priority work.

Lead priority projects, working collaboratively with the Enforcement Team, Natural England Wildlife Licensing Service (NEWLS), Strategy and Government Advice Team. For example our work on species re-introductions.

Be a role model for Natural England’s ways of working and lead by example in complying with Natural England’s procedures.

A current, full driving licence is essential for the HS2 role. The role involves an element of field work which can involve walking a distance and being outdoors in inclement weather.

This role also involves close working with HS2’s ecologists. This is currently done via MS Teams and other online services. As and when normal working practices resume the role will require regular travel to HS2’s Birmingham offices, as well as to other locations covered by the route between London and Manchester. This arrangement is flexible and will be discussed with candidates to agree a balance which meets business needs but provides a good work-life balance.

From time to time you will be required to attend training courses or meetings that involve overnight stays away from home. You may occasionally be required to work outside of normal working hours.
