Description

Thailand’s Low Emission Capacity Building (LECB) project has been designed to address climate change and environmental security issues through the enhancement of national capacity and policy readiness, particularly on the low emission initiatives. Public-private investments in mitigation actions are being identified and translated into relevant policy planning and implementation initiatives by the Thai Government with private sector engagement.

To support these efforts, a new workstream is commencing to enhance the capacities of public and private sector actors to map mobilized resources (approved, disbursed, executed, requested) for up-scaling mitigation activities. This work will contribute to developing new mechanisms and capacities in key public sector actors and private sector associations to ease the process of country consolidated reporting that would support Nationally Appropriate Mitigation Action (NAMA) implementation. This outcome will also contribute to establishing credible and transparent reporting practices targeting both the public and private sectors.

This LECB project is implemented by the Office of Natural Resources and Environmental Policy and Planning (ONEP) and the responsibility of the Thailand Greenhouse Gas Management Organization (Public Organization) (TGO). Funding is provided by the European Commission, the German Federal Ministry for the Environment, Nature Conservation, Building and Nuclear Safety (BMUB) and the Australian government.

 


Duties and Responsibilities

Objective

The Senior Technical Specialist (STS) on Private Climate Expenditure and Institutional Reviews will work with national consultants hired by the Low Emission Capacity Building (LECB) project, under the supervision of the LECB project manager and the Programme Specialist on Inclusive Green Growth and Sustainable Development, to support both the ONEP and TGO in conducting the scoping phase of the LECB Enhanced Support outcome and subsequent implementation phase.

The UNDP LECB Programme has commissioned a methodology, Tracking Private Climate Finance Flows at the National Level, which sets out a series of steps and principles for quantifying and classifying private sector financial flows. The methodology is now being tailored by a National Consultant to be applicable to the Thailand context for 3 sub-sectors identified, consisting of renewable energy, energy efficiency in buildings and energy services companies (ESCOs). The STS will ensure the tailored methodology is technically robust for the scoping phase and will also develop a framework for application of the methodology for the Consulting Company that will apply the detailed methodology in 1 chosen sub-sector in the post-scoping implementation phase. The framework will be the basis and provide guidance in ensuring the detailed methodology is applied precisely by the Consulting Company. During the implementation phase, the STS will oversee, review and make recommendations to the Consulting Company on the evaluation of the chosen sub-sector in accordance with the detailed methodology guideline and framework.

The UNDP methodology, Tracking Private Climate Finance Flows at the National Level, is aligned with the CPEIR (see Annex 3 : Methodological Note - UNDP in Asia and the Pacific) and with OECD best practices from a methodological standpoint. The tailored methodology will be consulted and approved by a stakeholder consultation meeting with ONEP and TGO co-led chairs as well as with participating members such as the Department of Alternative Energy Development and Efficiency (DEDE), Energy Policy and Planning Office (EPPO), the Board of Investment (BOI) and private sector representative(s).

Scope of Work

The Senior Technical Specialist will be responsible for assuring the quality of the deliverables under Activity 2.1.1, Activity 2.1.2, and Activity 2.1.3 that are drafted by the National Consultant and the deliverables under Activity 2.3.1 that are drafted by the Consulting Company. Activity 2.1.4 will be the responsibility of ONEP and UNDP and Activity 2.3.1 will be the responsibility of the Consulting Company, but suggestions and recommendations from the Senior Technical Specialist are expected.

Activity 2.1: Developing a methodology on Private Climate Expenditure and Institutional Review:

  • Activity 2.1.1 Formulating a methodology for Private Climate Expenditure and Institutional Review;
  • Activity 2.1.2 Defining the scope of a proposed methodology and scale of data collection on Private Climate Expenditure and Institutional Review;
  • Activity 2.1.3 Organising consultations with stakeholders on the proposed methodology and scale of data collection for the selected sub-sector of comprehensive Private Climate Expenditure and Institutional Review;
  • Activity 2.1.4 Obtaining endorsement of methodology and scale of data collection in consultation from stakeholders.

Activity 2.3: Conducting private climate financial expenditure in the selected sector including comprehensive data collection, classification, mapping and analysis of private finance flows over a historic period of at least 3 years:

  • Activity 2.3.1 Conducting private climate financial expenditure review in the selected sub-sector including comprehensive data collection, classification, mapping and analysis of private finance flows over a historic period of at least 3 years;
  • Activity 2.3.2 Reporting key findings to the Working Group.

Note: the activities listed above are drawn from project proposal, they are not listed in chronological sequence.

The Senior Technical Specialist is also expected to fulfil the following requirements:

  • Hold weekly/biweekly calls with the National Consultant and ONEP/TGO on the progress, challenges and potential solutions during the scoping phase;
  • Conduct quality reviews of draft documents prepared by the National Consultant;
  • Formulate the framework for application of the detailed methodology developed by the National Consultant to ensure a comprehensive data collection, classification, mapping and analysis of the private finance flow for the private climate financial expenditure review;
  • Organise a briefing of the consulting company on the framework for application of the detailed methodology and provide support to the consulting company during the implementation of the methodology;
  • Hold weekly/biweekly calls with the Consulting Company and ONEP/TGO on the progress, challenges and potential solutions during the post-scoping implementation phase; and
  • Conduct quality reviews of draft documents prepared by the Consulting Company.

Specific deliverables to be developed during the assignment are as follows:

  • Deliverable 1: A detailed work plan for the 6-month period;
  • Deliverable 2: A evaluating report on a proposed detailed methodology for PCEIR, based on the UNDP methodology (Tracking Private Climate Finance Flows at the National Level) which will be aligned with the CPEIR and OECD best practices from a methodological standpoint, including the scope of a proposed methodology and scale of data collection for 3 sub-sectors consisting of renewable energy, energy efficiency in buildings, and ESCO on government's private sector mobilization;(minimum of 15 pages);
  • Deliverable 3: A framework report for the application of the detailed methodology for PCEIR, based on the UNDP methodology (Tracking Private Climate Finance Flows at the National Level) which will be aligned with the CPEIR and OECD best practices from a methodological standpoint, including the scope of a proposed methodology and scale of data collection for 3 sub-sectors consisting of renewable energy, energy efficiency in buildings, and ESCO on government's private sector mobilization; (minimum of 20 pages);
  • Deliverable 4: A evaluating report on the private climate financial expenditure review for PCEIR and lessons learned from the private climate financial expenditure review conducted by the Consulting Company for the selected sub-sector on the government's private sector mobilization and the analysis of potential pitfalls and key issues for the application of the proposed detailed methodology for the Consulting Company; (minimum of 15 pages)

Expected Outputs and Deliverables:

  • An evaluating report on a proposed detailed methodology for PCEIR, based on the UNDP methodology (Tracking Private Climate Finance Flows at the National Level) which will be aligned with the CPEIR and OECD best practices from a methodological standpoint, including the scope of a proposed methodology and scale of data collection for 3 sub-sectors consisting of renewable energy, energy efficiency in buildings and ESCO on the government's private sector mobilization; (minimum of 15 pages);
  • A framework report for application of the detailed methodology for PCEIR, based on the UNDP methodology (Tracking Private Climate Finance Flows at the National Level) which will be aligned with the CPEIR and OECD best practices from a methodological standpoint, including the scope of a proposed methodology and scale of data collection for 3 sub-sectors consisting of renewable energy, energy efficiency in buildings and ESCO on government's private sector mobilization; (minimum of 20 pages);
  • An evaluating report on the private climate financial expenditure review for PCEIR and the lessons learned from the private climate financial expenditure review conducted by the Consulting Company for the selected sub-sector on government's private sector mobilization and the analysis of potential pitfalls and key issues for the application of the proposed detailed methodology for the Consulting Company. (minimum of 15 pages).

Institutional Arrangement

The Senior Technical Specialist will report to the Director of ONEP’s Office of Climate Change Coordination, Deputy Executive Director of TGO and UNDP’s Programme Specialist of the Inclusive Green Growth and Sustainable Development Unit.

The Project Manager of LECB Project will review the progress and quality of assignment upon outputs prior to the issuance of payments. Review/approval time required to review/ approve outputs prior to authorizing payments is three weeks.

The technical clearance of each deliverable will be through the review and endorsement of the Director of ONEP’s Office of Climate Change Coordination, Deputy Executive Director of TGO and UNDP’s Programme Specialist of the Inclusive Green Growth and Sustainable Development Unit. Upon the receipt of ONEP’s and UNDP’s clearances, UNDP will release the payments accordingly.

Review Time Required

21 days after submission of each output milestone for review/approval of deliverables to authorizing payments.

Duration of the Work: The Senior Technical Specialist will work for 30 days during 14 March 2016 – 14 September 2016 (6 months).

Required Skills and Experience

Education:

  • A person of any nationality with a post graduate degree in development economics, business/finance, science or other related field.

Experience:

  • At least 7 years of experience in policy research on climate change mitigation and energy development;
  • At least 7 years of experience in working with government agencies and providing policy advisory services in the areas related to climate change;
  • Experience with formulating a methodology for an economic/financial evaluation of national programs on climate change and/or CPEIR methodology would be an advantage;
  • Experience with formulating a methodology for an economic/financial evaluation of national programs on climate change and/or CPEIR methodology;
  • Experience with business-to-business and consumer research design and delivery.

Language:

  • Excellent command of both spoken and written English.

Duty Station: Home based with 3 missions to Bangkok, Thailand.

  • The first mission is to present and clarify with the National Consultant and other relevant parties on the evaluation report on a proposed detailed methodology for PCEIR (approximately in May 2016 for 3 days);
  • The second mission is to present the framework report for application of the detailed methodology for PCEIR to the Consulting Company and other relevant parties (approximately in July 2016 for 3 days);
  • The third mission is to present and clarify with the Consulting Company and other relevant parties on the evaluating report on the private climate financial expenditure review for PCEIR and the lessons learned from the private climate financial expenditure review (approximately September 2016 for 3 days).

Price Proposal and Schedule of Payments

Consultant must send a financial proposal based on Lump Sum Amount.

The total amount quoted shall be all-inclusive and include all costs components required to perform the deliverables identified in the TOR, including professional fee, travel costs, living allowance (if any work is to be done outside the IC´s duty station) and any other applicable cost to be incurred by the IC in completing the assignment. The contract price will fixed output-based price regardless of extension of the herein specified duration.

Payments will be done upon completion of the deliverables/outputs and as per below percentages:

  • Deliverable 1 - A detailed work plan for the 6-month period: 10% of total contract amount (Approximate date of output: 28 Mar 2016);
  • Deliverable 2 - An evaluating report on a proposed detailed methodology for PCEIR: 25% of total contract amount (Approximate date of output: 14 May 2016);
  • Deliverable 3 - A framework report for application of the detailed methodology for PCEIR: 45% of total contract amount (Approximate date of output: 14 July 2016);
  • Deliverable 4 - An evaluating report on the private climate financial expenditure review for PCEIR and lesson learned from the private climate financial expenditure review conducted by the Consulting Company: 20% of total contract amount (Approximate date of output: 14 September 2016).

In general, UNDP shall not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.

In the event of unforeseeable travel not anticipated in this TOR, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and the Individual Consultant, prior to travel and will be reimbursed.

Evaluation Method and Criteria:

Individual consultants will be evaluated based on the following methodology

  • Cumulative analysis.

The award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

  • responsive/compliant/acceptable; and
  • having received the highest score out of a pre-determined set of weighted technical (70%) and financial criteria (30%) specific to the solicitation.

Technical Criteria for Evaluation (Maximum 500 points):

  • Criteria 1: Experience related to services  - 100 points;
  • Criteria 2: Written proposal (2-5 pages in length) presenting proposed methodology for PCEIR based on UNDP methodology - 200 points;
  • Criteria 3: Expertise & Availability- 200 points.

Financial score shall be computed as a ratio of the proposal being evaluated and the lowest priced proposal received by UNDP for the assignment. Only candidates obtaining a minimum of 350 technical points would be considered for the Financial Evaluation.

Documentation required:

Interested individual consultants must submit the following documents/information to demonstrate their qualifications. Please group them into one (1) single PDF document as the application only allows to upload maximum one document:

  • Letter of Confirmation of Interest and Availability using the template provided in Annex 2;
  • Personal CV and P11, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references;
  • Financial proposal, as per template provided in Annex 2;
  • Written proposal (2-5 pages in length) presenting proposed methodology for PCEIR based on UNDP methodology.

Incomplete proposals may not be considered.
