CARE USA is an active member of the CARE International Poverty, Environment and Climate Change Network (PECCN). At this time we are seeking the opportunity to increase CARE USA's climate change portfolio and seek to strengthen our capacity to provide expert technical advice on climate change to CARE USA and to ensure that CARE International’s Climate Change Strategic Plan 2010-2014 in general, and CARE USA’s climate change activities in particular, which remain at the leading-edge.

Primary Responsibilities:

The Senior Technical Advisor (STA) is responsible for providing technical and programmatic support to existing climate change adaptation projects, with a particular focus on adaptation, in coordination with the PECCN team. S/he will assist in the development of appropriate guidance and approaches to programming and ensure the systematic sharing of lessons learned across CARE's portfolio and with external partners.   S/he will work closely with the Director of Partnership, Special Initiatives and Climate Change and Food Security to help build partnerships and relationships with organizations working in climate change adaptation. S/he will support the work of CARE's Agriculture and Water Teams to make sure climate change adaptation is fully integrated in these sectors. The STA for SA will also work closely with Resource Development, Country Offices and CI members to increase funding for CARE’s climate change work from foundations, corporations, and individual donors, bilateral and multilateral donors. S/he serves as a key spokesperson in the US on issues related to climate change adaptation and other aspects of our climate change work and represents CARE’s work in the sector in relevant internal and external forums.     

The STA will play a critical role in coordinating, together with the Director of Partnership & Special Initiatives, all of CARE USA's climate change work. The STA will work closely with the PECCN Secretariat, the water and health units, the Policy and Advocacy Unit, and with the rest of SLC. The STA will be an active member in the PECCN Adaptation Theme Team. The STA will also have the responsibility to establish and maintain a series of strategic external relationships in the US (e.g. WRI, Columbia) s/he will also represent CARE USA in relevant networks and external meetings.

Required Skills:

  • University degree, with a background in natural resource management or other discipline relevant to climate change and resilient livelihoods;
  • At least 5-7 years of professional experience in climate change, land use, and food/livelihood security, involving significant field work in developing countries, and including experience in program planning, project development and management, and monitoring and evaluation;
  • Proven effectiveness in provision of high quality technical assistance to a wide range of land use programs, including food security, integrated water resource management, disaster risk reduction and climate change;
  • Track record of collaboration with research and other technical institutions and in the development of partnerships with local and international civil society and government organizations in the USA;
  • Ability to work well in a team which is diverse and geographically dispersed; Demonstrated track record in program design/proposal writing, project management, and monitoring and evaluation.

Desired Skills:

 

 

  • MSc or Ph.D. or other advanced degrees in climate change adaptation or food security;
  • Specific experience in the connection between climate change adaptation and food security;
  • Fluency in Spanish, French, Portuguese or other relevant languages desirable;
  • Familiarity with gender analysis tools and approaches;
  • Good conceptual understanding of broad food and livelihood security frameworks.
