Review of the Best Available Techniques (BAT) reference document on
the production of Large Volume Organic Chemicals (LVOC)

Project Description

The European Integrated Pollution Prevention and Control Bureau (EIPPCB), as part
of the Sustainable Production and Consumption Unit, is looking for a researcher to
contribute to the review of the Best  Available Techniques reference documents
(BREF) on the production of Large Volume Organic Chemicals (LVOC). The Bureau
supports the implementation of the EU's Industrial Emissions Directive (IED,
2010/75/EU) that is progressively replacing the Integrated Pollution Prevention
and Control (IPPC) Directive, one of the Community's key instruments for ensuring
sustainable production and environmental protection. Best Available Technique
reference Documents (BREFs) are developed by the Bureau in consultation with
stakeholders and adopted by the Commission and then published for use in the
Member States.

The successful candidate is expected to co-lead the review of the LVOC BREF,
organise and co-chair large expert meetings and manage all related information
flow. He/she will have following duties:  
- organise the discussion/exchange of information with stakeholders on issues of
interest to the review of the BREF
- manage the BREF related information  especially by researching information
relevant to the BREF and analysing and validating/peer reviewed information
provided by stakeholders.
-  draft the BREF document based on the information.  

We are looking for an engineer, a chemist or a scientist with a good knowledge of
industrial processes and related environmental issues in one or more of the areas
covered by the IED (ex IPPC Directive).  In their application, candidates should
clearly indicate in which areas of the  chemical sector they are qualified and
experienced.

For this post it is essential to have a good understanding of process engineering,
environmental issues and regulation of industry; an understanding of environmental
policy in the EU; a thorough knowledge of the IED/IPPC Directives and the
concepts within. It is important to have an open mind and positive attitude with the
ability to assess submitted information; and to be able to lead expert discussions
and meetings as well as to be able to  communicate and negotiate with high level
representatives. The successful candidate will be self motivated and able to
manage a project to deadlines. He/she will be able to work and write technical
documents in English language.

The senior scientist must have at the time of applying a minimum of 10 years
research experience at the post-doctoral level, or a minimum of 15 years research
experience after the first university degree giving access to doctoral studies
(which may include periods of training such as a master's degree) in a field relevant
to the JRC's scientific activities.  

A very good level of written and spoken English is essential and knowledge of at
least one other EU language is compulsory.
