SEI looks to further strengthen SEI’s research on European environment and sustainable development policy. Application deadline August 10 2010.
The new SEI Strategy 2010-2014 points at Europe as an important arena for providing policy analysis and policy support, which in turn calls for studying the feasibility and consequences of various policy options in both Member States and the European Union as a whole. SEI recently won a Framework Contract on Integrated Environmental Assessments for the European Environment Agency.
This position is expected to spearhead the scientific work in this area at the SEI headquarters in Stockholm, and liaise with all SEI’s centres to carry out research and consulting work on how to promote more environmentally sustainable policy and implementation at both national and international levels. SEI’s research has a multidisciplinary and problem-oriented perspective and is carried out in cooperation with relevant stakeholders with considerable emphasis on communication of research results.
Main tasks - Develop SEI’s research programme within and about European policy.
- Develop and implement research projects, including project development, fund raising, team development, implementation and through to publication of scientific articles, report, synthesis papers and policy briefs on contemporary issues in the field of European environmental policy
- Lead as Consortium Director the Framework Contract EEA/IEA/09/003 ‘Framework Service Contract for expert assistance on integrated environmental assessments’ including contacts with the European Environment Agency, which entails:
- Liaise with Consortium partners and SEI researchers to identify the best researchers for each sub-project to assure high quality and relevance of research tasks
- Supervise and coordinate the research and carry out quality control of research outcomes as appropriate given the nature of the tasks
- Initiate dialogues between Consortium partners to generate learning and insights for the EU and Swedish policy debate
- Strengthen the SEI presence in the European community by liaising with the European Environment Agency, the European Commission and other organizations in Europe to plan and implement research and development projects
- Other tasks as agreed with SEI Executive Director or Deputy Director (Research).
The Employee’s contribution shall relate to all steps of the execution of a project - from project development and proposal writing, to assembling and analyzing data, writing and disseminating studies and other results of the projects. Contract-driven work may also involve technical assistance, advise or assistance to various collaborators, presentations, seminars, fieldwork, and other related activities.
Qualifications Education: PhD or equivalent in political sciences, public administration, economics or similar.
Competencies - Excellent knowledge of European Union policy processes in general, and European environment and sustainable development policies in particular
- Good research record in conducting policy analyses and integrated environmental assessments
- Leadership and management skills
- Strong interpersonal skills
- Strong communication and presentation skills
- The ability to work both individually and as leader of an interdisciplinary team
Experience - Documented experience in project leadership
- Demonstrated experience in designing and implementing complex research plans
- Demonstrated experience in publishing and presenting research findings in the peer-reviewed literature and at scientific conferences
- Demonstrated experience in European Policy research
- Demonstrated experience in communicating knowledge and information to key stakeholders
Languages: Fluency in English required. Additional language skills, including Swedish, French and/or German would be an advantage.
