BACKGROUND
This new senior level position comprises an exceptional opportunity to support the development and implementation of IUCN’s Global Programme in Brazil. The successful candidate will have demonstrated strategic planning and programme development and management experience, partner and resource mobilization skills, multi-stakeholder facilitation expertise, technical support experience at policy level, and profound knowledge on Brazil’s environmental agenda. MAIN DUTIES AND RESPONSIBILITIES
The Senior Programme Manager for the Brazil Country Office will be responsible for the following tasks:
Programme Development:
? Provide vision, strategic focus and operational guidance as necessary for the further development and implementation of IUCN Programme at country level;
? Lead the establishment and maintenance of a coherent project portfolio that advances IUCN’s programmatic mandate with respect to the three different programme components;
? Provide technical inputs to ensure that IUCN projects and initiatives are designed, implemented, monitored and evaluated in accordance with IUCN standards, that project delivery is underpinned with adequate quality assurance and that all projects clearly align with and contribute to IUCN’s global programmatic results;
? Manage relationships for ensuring a close collaboration among IUCN constituents under the One Programme Approach, and integrating secretariat, members and commissions into convergent efforts towards programme implementation;
? Ensure IUCN fulfills its obligations and exercises a leadership role in key strategic partnerships and agendas including the 2030 UN agenda and Brazil’s commitments under the main big conventions;
? Liaise closely with other colleagues, as well as other office and programmes across the Union, to ensure and enhance complementarity.
Policy and Communications
? Initiate and coordinate analytical and policy work on the impact of IUCN programme at national level, in order to structure a monitoring framework that can be used for providing guidance for other IUCN global units with activities in the country;
? Facilitate stakeholder dialogue and engagement, especially as related to World Conservation Congress decisions and processes;
? Ensure that IUCN communications on the above issues are produced and disseminated regularly for internal and external audiences;
? Ensure that IUCN is adequately represented in relevant policy fora;
? Support the preparation and delivery of strategic communications for relevant events and activities;
Management and Resource Mobilization
? Manage a project portfolio and its associated budget to ensure effective, timely and high quality delivery that meets institutional requirements in terms of financial management and project accountability to donors;
? Manage related human resources;
? Manage planning and assessment reporting as required by IUCN systems;
? Proactively seek major funding opportunities and lead on relevant proposals;
? Develop and maintain a network of donor agency contacts, ensuring donor coordination with other IUCN units (relevant global thematic programmes, and Regional Offices), and the IUCN Strategic Partnerships team;
? Advise IUCN Regional Programmes and Global Thematic Programmes on proposal formulation and donor liaison in support of the development and roll-out of related initiatives;
? Represent IUCN when delegated by the Country Representative
? Provide direct and technical support to the Country Representative and SUR as requested.
The above job description contains the main duties and responsibilities for this position. However, in a organization such as IUCN, staff members are expected to show flexibility in their approach to work and be willing to undertake other tasks that are reasonably allocated to them but which are not part of their regular job description. Where any task becomes a regular part of an employee's responsibilities, the job description will be changed in consultation with the employee and Human Resources.

REQUIREMENTS
  • Demonstrated programme/project (technical and financial) management skills, particularly of large multi-institutional, multi-stakeholder projects;

• Proven ability to operate within a results-based management framework and excellent analytical skills to deal with complex planning and implementation issues;

• Minimum of 10 years of experience in the area of nature conservation, sustainable development, rights, governance and/or social justice as related to nature conservation, with particular experience and expertise related to Indigenous Peoples rights and issues;

• Significant experience working in South America with proven experience in Brazil in the environmental agenda;

• An advanced degree qualification in a relevant field, e.g., in social sciences and development studies and/or environmental management;

• An excellent command of written and spoken English and Spanish is essential; understanding of French and/or additional languages are assets;

• Exceptional writing and editing skills to prepare clear and comprehensive reports on project implementation, proposals, knowledge products, etc.;

• A documented ability to motivate and provide leadership and work in a team environment;

• Demonstrated ability to work in multi-institutional and multi-cultural environments;

• Superior coordination, organizational and networking skills;

• Ability to work under stress including in producing and delivering high-quality products under tight deadlines;

• Good knowledge of IUCN, its work and that of its Commissions, partners and networks is an asset;

• Previous experience in International NGOs, UN programme or agencies, World Bank, European Union or GEF project will be considered as an asset;

• Dynamic and communicative personality with diplomatic skills;

• Willingness to travel, as required.

• Excellent network with other International NGOs, Donors and authorities like the Ministry of Environment of Brazil, plus knowledge about the environmental agenda in Brazil.
