Responsibilities
The United Nations Environment Programme (UNEP) is the United Nations system’s designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. UNEP's Division of Early Warning and Assessment (DEWA) is responsible for analyzing the state of the global environment, providing early warning information and assessing global and regional environmental trends to catalyse and promote international cooperation and action on the environment. This post is located in UNEP/WCMC at the Cambridge Duty Station. Under the supervision of the Director UNEP-WCMC, the incumbent will: 1) Take the lead to develop and evaluate projects carried out by UNEP-World Conservation Monitoring Centre (WCMC) for UNEP: provide guidance in programme/project development and implementation; monitor, report and evaluate projects; identify priorities, problems and issues to be addressed and propose corrective actions; liaise with relevant parties; identify and initiate follow up actions. 2) Oversee development of closer links between UNEP-WCMC and the UNEP Divisions and Regional Offices: provide information on UNEP’s activities and priorities to the staff of UNEP-WCMC; promote the work of UNEP-WCMC in UNEP headquarters and the regions; facilitate dialogue and oversee the formulation of strategies and action plans to help increase collaboration between UNEP-WCMC and the UNEP Divisions and Regional Offices; undertake joint project formulation with UNEP and its Regional Offices. 3) Act as UNEP DEWA focal point for organisational and administrative matters including the development of a coherent UNEP-WCMC policy which will shape its strategic direction as well as the formulation and approval of its projects. 4) Supervise and undertake the preparation of written outputs including background papers on UNEP-WCMC activities, substantial sections of reports and studies such as the Global Environment Outlook and inputs to publications and journals mainly aimed at a policy audience. 5) Provide substantive support to consultative and other meetings of UNEP and conferences including the UNEP Governing Council, including proposing agenda items, identifying participants, preparing background documents and presentations. 6) Provide guidance to government officials on joint projects to support countries in their implementation of the Convention on Biological Diversity (CBD) and their national biodiversity strategies.

QUALIFICATIONS

Education
Advanced university degree in natural resource management, economics or other relevant discipline related to environment and sustainable development or a first university degree with a relevant combination of professional and academic qualifications.

Work Experience
10 years of progressively responsible professional experience, including extensive management experience in environmental and sustainable development programme coordination, implementation, evaluation and policy analysis. Experience in research and policy development desirable. Working experience in developing countries an advantage.

Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised fluency in oral and written English is essential; knowledge of a second official UN language an asset.

Other Skills
Knowledge of UNEP institutional mandates, policies, guidelines and administrative processes an advantage.
