Description

The United Nations Environment Programme (UNEP) is the United Nations system's designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. At the 1992 Earth Summit in Rio de Janeiro, world leaders agreed on a comprehensive strategy for 'sustainable development'. One of the key agreements adopted at Rio was the Convention on Biological Diversity. The Convention establishes three main goals: the conservation of biological diversity, the sustainable use of its components, and the fair and equitable sharing of the benefits from the use of genetic resources. Under the supervision of the Executive Secretary of the Convention on Biological Diversity (CBD), the incumbent will perform the following tasks:
 
Responsibilities
 
1. Promote the coherent implementation of the Strategic Plan on Biodiversity 2011 - 2020: (i) Develop and propose joint approaches and collaborative activities for implementation of the Strategic Plan by the six biodiversity-related conventions; Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES), the Convention on Migratory Species (CMS), the International Treaty on Plant Genetic Resources for Food and Agriculture (ITPGRFA), the Ramsar Convention and the World Heritage Convention; Propose the convening of joint meetings of the six biodiversity-related conventions at various levels to support implementation of the Strategic Plan to service agreed joint meetings; iii) Support the preparation of a mid-term evaluation of the contribution that the implementation makes towards the implementation of the Strategic Plan and achieving targets. 2. Facilitate and promote among the six biodiversity-related conventions, their contribution towards the implementation of the Strategic Plan and achieving the targets. 3. Facilitate liaison with UNEP, IUCN and WWF for the implementation of the Strategic Plan in Europe. 4. In coordination with the relevant initiatives and offices of the CBD Secretariat and other members and in consultation with the Geneva Environment Network, propose and undertake agreed actions designed to engage major stakeholder groups located in Geneva and in Europe in the implementation of the Strategic Plan: (i) Civil society and non-governmental organizations. (ii) The Business community in the context of the CBD initiative on Business and Biodiversity. (iii) The scientific community.   5. Develop and promote actions for the consideration of the BLG members to assist them to fully engage in the celebration of the United Nations Decade on Biodiversity and the International Day for Biological Diversity and to promote The Green Wave outreach initiative in Geneva and Europe. 6. Liaise with the Secretariat’s donor focal point to mobilize financial resources in support of agreed joint activities for the implementation of the Strategic Plan for Biodiversity and achieving the targets by the biodiversity related Conventions. 7. Perform any other duties assigned.

Professionalism: Ability to understand complex issues pertaining to biodiversity and ecosystem management, analyze them and develop solutions; ability to work under pressure and to use time and resources effectively; flexibility to adapt rapidly to changing situations; ability to ensure that the highest possible quality outputs are produced; ability to provide senior level advice on diverse issues and problems; completely conversant in fundraising approaches and, project document formulation, budgeting and reporting; understanding of the operational structures of strategic donors and ability to apply UN rules, regulations, policies and guidelines. Communication: Ability to speak and write clearly and effectively; ability to communicate effectively with audiences of various levels of seniority and technical knowledge, tailoring language, tone, style and format appropriately; sound working knowledge of media networks; ability to communicate with various stakeholders in politically sensitive situations with diplomacy and tact. Teamwork: Good interpersonal skills, ability to work collaboratively with professional and technical staff at senior and junior level from diverse cultures and backgrounds. Planning and Organizing: Ability to identify priorities, work to tight deadlines, handle concurrent projects and coordinate the work of others. Leadership: Provide leadership to the work of the Unit to empower others and translate vision into results; and be proactive in developing strategies to accomplish objectives; establish and maintain relationships with a broad range of people to understand needs and support; take responsibility for ensuring equal participation of men and women in all areas of work.
 
Education
 
Advanced university degree (Master's degree or equivalent) in natural resources or environmental sciences. A first level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
 
Work Experience
 
A minimum of ten years of progressively responsible experience in natural resource management and/or related environmental field is required, five years of which should be at the international level and three years in a supervisory capacity.
 
Languages
 
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of other United Nations languages an asset.
 
Assessment Method
 
Evaluation of qualified candidates for this position will include a substantive assessment which will be followed by a competency based interview
