Senior Programme Officer, Forests

The Senior Programme Officer, Forests will play a lead role in supporting the Head of Office and the Regional Thematic Programme, People & Landscapes in developing and supporting the effective delivery of IUCN’s programme of work on Forests & Landscape Restoration for the Mozambique Office in line with IUCN’s regional and global programmes. This will include programme and project development and delivery; as well as resource mobilization/fundraising and operationalization.
1. Develop the forestry and forest landscape restoration programmatic strategy for the IUCN Mozambique office. Working in close collaboration and with the support of Regional Thematic Technical Coordinators, the Mozambique Programme Team as well as the Regional Programme Coordinator and in alignment with regional and global forest and other programme plans and priorities:
1.1 Identify key programmatic strategic priorities relevant to the current and emerging needs around forestry and forest landscape restoration ensuring close consultation with the IUCN members as well other key stakeholders;
1.2 Assist in identifying, establishing and building relationships with strategic partners (including, but not limited to Members and Donors) relevant and necessary for programme delivery and growth;
1.3 Develop and coordinate the implementation of strategies to position IUCN as a key technical partner for Government as well as other strategic partners in the region;
1.4 Identify and secure funding opportunities to operationalise the priorities related to Forestry and Forest Landscape Restoration (through the implementation of projects and programmatic initiatives).
2 Provide oversight and coordination of the Forestry and FLR Programme Portfolio of projects:
2.1 In coordination with the Technical Coordinator - People and Landscapes and in consultation with the Finance Department; Prepare and update the Forestry and FLR Portfolio ABC lists on a regular basis and as requested by the Deputy Regional Director, through the Head of Office;
2.2 Ensure that donor contracting requirements are being met, including oversight of the full project cycle; the timely submission of quality progress reports; providing support to monitoring and evaluation process of projects, ensuring that evaluations are carried out in accordance within contracting requirements;
2.3 Manage the performance of project staff assigned to the Mozambique Forestry & FLR programme portfolio, with a view to ensuring effective and efficient delivery through good team work.
3 Provide technical lead on delivery of Programmatic initiatives
3.1 Working closely and with the support of relevant thematic Technical Coordinators, provide technical support and oversight to Programmatic initiatives assigned by the line manager;
3.2 Develop strategic and operational workplans for the delivery of projects and other programmatic initiatives;
3.3 Coordinate and take responsibility for ensuring that projects and other programmatic initiatives assigned are delivered in accordance with approved contracts, workplans and budgets;
3.4 Contribute directly to the delivery of technical outputs, ensuring high quality, relevance and technical accuracy;
3.5 Develop and implement strategies for learning and knowledge generation from ongoing initiatives for sharing with the wider Regional Team as well as the broader IUCN Constituency;
3.6 Ensure that IUCN’s work is effectively shared and communicated widely.
4 Other Duties
4.1 Carry out other relevant tasks assigned by, and mutually agreed with, the line manager.

• An advanced degree in Forestry, Forest Management or related degree; • At least 6+ years of proven experience in forest ecosystem management, including GIS, ecosystem assessment, and landscape planning. Additional experience in natural capital valuation and economic analysis would be an asset; • Demonstrated knowledge of forests governance including community governance and forest and other NR governance institutions; • Demonstrated experience of supplementary livelihoods development related to forest ecosystems (e.g., Non Timber Forest Products, Sustainable Charcoal, etc), and forest value chain approaches; • Demonstrated experience of multi-stakeholder meeting facilitation, including local communities workshop facilitation; • Demonstrated experience and in-depth understanding of Mozambique. Experience and understanding of neighbouring countries, particularly transboundary ecosystems is an added advantage; • Demonstrated fundraising, budgeting and programme planning abilities, including experience of successful marketing of project proposals with donors, and subsequent delivery and reporting; • Experience with result based portfolio and project cycle management, monitoring and evaluation methodologies and principles and facilitation skills; • Demonstrated experience in facilitating the establishment of networks and multi-stakeholder participatory processes; • Strong interpersonal, management and supervisory skills and experience, with a minimum of 2 years’ experience in coordinating teams of high level experts; • Excellent verbal and communication skills in English and Portuguese is essential; • Adheres to IUCN ESARO core values of Transparency, Inclusiveness, Professionalism and Accountability; • Excellent interpersonal skills and a strong team player with proven communication and diplomacy with the ability to work effectively with multicultural and multidisciplinary teams with sensitivity and respect for diversity; • Highly motivated and results-oriented individual who is able to energize and motivate teams; • Demonstrated ability to work with limited supervision to prioritize tasking and manage workflow in a high pressure environment; • Committed to continuous learning and proactive and mature attitude towards self-development; • Be willing to undertake frequent travel (approx 40% of their time). |
