Description
The United Nations Environment Programme (UNEP) is the United Nations system's designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. UNEP's Division of Regional Cooperation (DRC) helps to implement UNEP's global programs in the regions by initiating, coordinating and catalyzing regional and sub-regional cooperation and action in response to environmental problems and emergencies. This position is located in the United Nations Environment Programme, Regional Office for Asia and the Pacific (ROAP) at the Bangkok duty station.
 
Responsibilities
 
Under the overall guidance and supervision of the Regional Director, ROAP the incumbent will perform the following functions:

1. Enhance the relationship between UNEP and government of the Republic of Korea (ROK) and coordinate the development and implementation of the projects supported by ROK partners; Liaise closely with the ROK government to implement effectively the Agreement between the ROK government and the UNEP on the Establishment of a Trust Fund for Priority Projects to Improve the Environment in the Democratic Peoples' Republic of Korea(DPRK); Facilitate administrative and financial procedures for implementation of project activities including monitoring and reporting activities; Organise the Advisory Committee of the DPRK Trust Fund, advise on policy direction, governance and rules of procedure on project implementation; Liaise with the ROK government to develop and implement UNEP projects under the East Asia Climate Partnership  programmes; Coordinate provision of inputs on projects approved by the ROK partners; Support  knowledge exchange experiences and lessons learnt from the ROK's economic growth and environmental protection.

2. Maintain close working relationships, coordinate with environment ministries and agencies, regional and sub-regional environmental financial institutions and
Intergovernmental bodies of Northeast Asia; Undertake missions and meetings with stakeholders to identify areas of cooperation and support, provide advice and guidance; Follow up strategic policies on resource mobilization; Identify opportunities for the implementation of UNEP's Medium Term Strategy and draft a coherent plan of action.

3. Undertake environmental intelligence gathering and service information needs of the Organization; Collect and analyze information on regional environmental matters on emerging issues and political and economic data; Identify needs of the countries in the region including inter-alia, capacity building, policy development, opportunities and financing related to resource efficiency and sustainable consumption and production; Coordinate the development of thematic and country files; Broaden the base of and diversify sources of information on matters of relevance to UNEP; Supervise information packaging and communicate data to UNEP Headquarters.

4. Analyze progress in environmental protection; Provide advice on policy options and programme activities; Provide guidance and substantive input to partners on sub-regional environmental matters and to sub regional bodies including the Tri-partite Environment Ministers Meeting (TEMM); Foster formation of new sub regional environmental regimes and assist in negotiations for their establishment.

5. Enhance UNEP's visibility and raise public awareness of environmental issues:
Ensure adequate media coverage and the implementation of proactive outreach/special events programmes and activities; inspire the development of region-specific new public information initiatives in consultation with colleagues and partners.
 
Competencies
 
Professionalism:  Experience and expert knowledge of environmental and sustainable development issues in general; Ability to anticipate and resolve conflicts by pursuing mutually agreeable solutions; Demonstrated proactive skills in developing strategies to achieve planned objectives. Strong research and analytical skills, and ability to rapidly analyze and integrate diverse information from varied sources.

Communication: Excellent written and verbal communication skills together with the ability to defend and explain difficult issues with respect to key policies, decisions and positions.

Planning and organizing: Proven ability to plan and organize work, requiring an in-depth understanding of its strategic direction; Ability to integrate the work of the office into UNEP's work programme.

Teamwork: Ability to work collaboratively with colleagues to achieve organizational goals; Ability to maintain effective working relations in a multi-cultural environment with sensitivity and respect for diversity.

Leadership: Provides leadership and takes responsibility for incorporating gender perspectives into substantive work and commitment to the goal of achieving gender balance in staffing. Proven ability to empower and manage teams.
 
Education
 
Advanced university degree (Master's degree or equivalent) in economics/political science, environmental studies, international relations, public administration or related area.
 
Work Experience
 
A minimum of 10 years of progressively responsible experience in the field of environmental management or related area. Some international experience is required. Experience within the Government, and more specifically the Ministry of Environment is an asset.
 
Languages
 
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Fluency in the Korean an advantage.
 
Assessment Method
 
Evaluation of qualified candidates for this position may include a substantive assessment which will be followed by a competency-based interview.
 
Special Notice
 
Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.  This position is funded for an initial period of one year and may be subject to extension.
