BACKGROUND:

The IUCN Eastern and Southern Africa Regional Office (ESARO) operates in twenty-four countries in the Horn of Africa, East Africa, Southern Africa and the Western Indian Ocean. The ESARO region is extremely rich in biodiversity with high number of endemic species and the largest remaining populations of iconic wildlife left on the continent. ESARO’s Programme focuses on biodiversity conservation through a diverse portfolio of projects and programmatic initiatives ranging from activities at the level of individual protected areas to shaping regional policy on biodiversity conservation. ESARO defines and delivers on its programmatic priorities in collaboration with IUCN members, commissions and other strategic partners. In Mozambique, IUCN began its activities in 1993 and established the country office in 1998. Since then, IUCN´s country representation in Mozambique has been developing various projects and activities in partnership with other institutions and donors’ agencies. The focus of the IUCN programme implemented out of the Mozambique office has, to date, largely been at local and national level engaging in a broad range of areas primarily related to Coastal and Ocean Resilience, Forest Landscape and Livelihoods, Biodiversity and Conservation Areas, Water Resource Management and equitable and sustainable use of natural resources. The largest programme implemented out of the Mozambique Office is the Coastal Resilience to Climate Change initiative (CRCC).
JOB DESCRIPTION
GENERAL SCOPE:

The Senior Programme Officer (SPO), Mozambique Country Office will be primarily responsible for strategic and technical leadership of all activities related to climate change adaptation and resilience, ecosystem management and restoration, nature-based solutions, water resources management, fisheries management and community engagement for the Mozambique programme. The SPO will provide strategic vision, management and technical expertise in leading activities aimed at building socio-ecological resilience, biodiversity conservation and sustainable use, livelihood improvement and capacity building of partners and communities to improve their sustainable well-being and resilience to climate shocks by embracing approaches to create, protect, manage and rehabilitate local biodiversity. He will work under the supervision of the Country Representative and in close partnership with Country Manager, IUCN relevant Regional and Global Programmes, Commissions and members in Mozambique, including country government/non-government bodies.

SPECIFIC RESPONSIBILITIES:

Project management and implementation;
Overall in-country technical management of the projects, supporting the execution of ongoing MCO projects in accordance with approved programme plans;
Ensure full compliance of project implementation, management and reporting to donor requirements and IUCN standards as per organizations policies and in internal implementation arrangements;
Provide planning and management oversight, ensuring that project activities are on-time, on-budget, and on-track for contributing to the achievement of the projects’ objectives and contractual obligations;
Elaborate TORs and agreements with partners, IUCN’s Regional and Global programmes, and consultants;
Provide technical assistance to relevant partners and colleagues to ensure that the achievement of targets, results and deliverables is on time and reflect the expected quality and technical standards;
Assist project monitoring and learning (M&L) in collaboration with the Regional Monitoring and Evaluation Manager to measure the impacts from the results of the projects and activities;
Facilitate field Monitoring and supervision of project activities and partners, ensuring that activities are efficiently and effectively implemented in accordance with agreed project plans;
Ensure that all project records and sources of verification are documented, finalized and stored in format and content that demonstrate achievements and ensure accountability of projects;
Facilitate coordination/collaboration with partners, province/district authorities and local community leaders through regular coordination meetings/program reviews, joint field visits and planning;
Develop and maintain a current portfolio of project information including background documents, meeting notes, maps, stakeholder profiles and other information in support of projects implementation;
Participate in and facilitate semi-annual reviews, as well as the mid-term and final reviews of the projects;
Support the preparation and submission of technical reports on time and following agreed formats and standards;

Technical support, knowledge generation and analytical work;
Provide specific technical support on:
All activities related to ecosystem management and restoration (development and demonstration of full spectrum of restoration technologies and solutions), nature-based solution, promotion and implementation of alternative livelihoods to local communities;
Activities related to coastal and marine conservation, natural resources governance and fisheries management (establishment of Community Conservation Areas) and participatory development of management plans;
Activities related to Integrated Management of Natural Resources, with emphasis on Integrated Management of Coastal Zones and Integrated Management of Water Resources;
Activities related to promoting Nature Based Solutions (NbS) in all interventions along the country, region and at global level;
Climate Risk and Vulnerability assessments and development of Community Resources Use and Resilience Action Plans (Local Adaptation Plans) in project areas;
Identify opportunities for capacity building with partners and communities, including technical advice to engage them on ecosystem-based adaptation, biodiversity conservation and resilience building through localised awareness, training workshops and implementation of actions for sustainable resources use;
Provide specific technical assistance to project partners and colleagues to ensure the achievement of targets, results and deliverables on time and with high quality;
In collaboration with the Country, Regional and Global teams, develop and support the capture and sharing of project related knowledge to ensure the timely and quality delivery of knowledge products for specific audiences and other project outputs.
Be proactive in seeking and delivering innovative solutions and technical information to relevant partners and colleagues;
Develop and support exchange and sharing of knowledge and lessons learned from the projects to ensure timely and quality delivery of knowledge products to specific audiences;
Ensure effective information flow between all those engaged in or affected by the implementation of the projects;
Establish files to ensure that information on the progress of the projects is appropriately documented and whenever necessary shared to appropriate audience.

Program/project development and Communication;
Assist in identifying opportunities for Program and project development, working closely with the Programme manager, the Regional Programme Leads and other senior members of the Regional Programme as well as the Global teams in developing and negotiating for new resources;
Advise the Country Representative on all matters relevant to climate change adaptation and resilience, ecosystem management and restoration, nature-based solutions, water resources management, fisheries management and community engagement for the Mozambique programme;
Build partnerships with relevant Government and Non-government Organizations as well as Private sector, including IUCN Members and Commissions to establish functional networks and joint initiatives to promote fundraising to complement the implementation of the activities of the Projects in the country;
Support implementation of related projects to identify synergies and emerging issues to inform programme and project development within the country priorities;
Liaise closely with site communities, district and provincial offices and relevant government departments to ensure synergy and support for new project initiatives;
Disseminate nationally all relevant reports, training documents and educational materials related to the projects and ensure timely feedback of local stakeholders and agencies.

OTHER RESPONSIBILITIES;
As requested by the Country Representative, the Senior Programme Officer shall:
Represent IUCN during strategic, political and technical meetings, seminars, conferences, etc;
Where appropriate, supervise additional staff, consultants and interns;
Provide technical review of programme/strategy documents
Carry out additional tasks as may be requested.
REQUIREMENTS
  • KNOWLEDGE, SKILLS AND COMPETENCIES:

Education;
An advanced degree in management of Natural resources, Biology, Ecology, Forest, Marine sciences, Environmental studies, or a related field.

Work Experience;
At least 10+ years of professional experience in climate change, biodiversity conservation, ecosystem restoration, livelihoods or sustainable development policy;
Practical experience in implementation of field projects, with linkages to national policy processes and programmes;
Demonstrated fundraising, budgeting, programme planning and day-to-day activity coordination abilities;
Experience working with communities and understanding the dynamics at community level;
Familiarity with established and emerging relevant conservation and natural resource management approaches, methodologies and processes – including Integrated Coastal Zone Management (ICZM); Fisheries Management, Water Resources Management; Resilience thinking; Climate Change Mitigation & Adaptation etc;
Knowledge of the institutional and legal framework of natural resources management and climate related issues and policies of Mozambique;
Demonstrated fundraising, budgeting and programme planning abilities and past performance, including experience of development and successful marketing of project proposals with donors, and subsequent delivery and reporting;
An in-depth understanding of the Eastern and Southern Africa region, particularly the coastal states;
Strong interpersonal, management and supervisory skills and experience, with demonstrated experience in managing teams an added advantage;
Demonstrated experience in facilitating the establishment of networks and multi-stakeholder participatory processes;
Experience with result-based portfolio and project cycle management, monitoring and evaluation methodologies and
Principles and facilitation skills

10.3 Language requirements:
Excellent verbal and written communication skills in English and Portuguese.
