Description

ISC seeks a highly motivated Senior Program Officer for our International Climate programs (SPOIC) with 10 + years of international experience working with multi-disciplinary climate mitigation and adaptation projects in urban environments. Experience in South/Southeast Asia is strongly preferred. The initial primary responsibility of the SPOIC is to manage ISC’s support to the Low Emissions Asia Development (LEAD) program. In addition, the SPOIC will play a major role in shaping and supporting ISC’s long-term strategy and vision for working on subnational climate mitigation and adaptation in Asia, and will build relationships and pursue business development opportunities toward that purpose. The ideal candidate is a forward-thinking, experienced, capable manager that is creative in finding solutions to global urban challenges. The position will report to the Senior Manager for International Climate Programs.

Organization Description

ISC is a US-based, international non-profit organization that works with local community and government leaders, civil society organizations, and NGOs around the world on urban sustainability issues including; low emission-climate resilient development, urban ecosystem services, multi-level governance, infrastructure projects, and improving the sustainability of manufacturing and supply chains. ISC maintains four offices in Asia, and is currently a subcontractor on the regional Low Emissions Asia Development (LEAD) program, which is building capacity across 11 Asian countries to implement low emissions development strategies (LEDS). ISC has primary responsibility for the LEAD program’s implementation with subnational jurisdictions.

Responsibilities

Manage ISC Support to the LEAD Program:
• Serve as point person for communication and coordination with the LEAD contractor.
• Help identify, vet, develop relationships with, coordinate technical assistance for, and implement LEDS projects in 2-5 subnational jurisdictions in S/SE Asia.
• Design and implement a plan for evaluating the efficacy of project activities and their impact on GHG emissions, resilience, and services in the target jurisdictions.
• Develop mechanisms for networking and knowledge sharing among subnational LEDS practitioners, including events, web platforms, communication outreach, etc.
• Manage a small team of local coordinators located in the target jurisdictions.
• Contribute to annual budget preparation and monitoring project spending to ensure compliance with financial requirements and consistency with project objectives.
• Submit technical reports to the LEAD contractor and donor agency.

Shape and Support ISC’s Long-Term Strategy in Asia:
• Contribute to the design and execution of ISC’s Asia Climate Program annual work plan.
• Identify and cultivate business development opportunities for subnational climate work.
• Help with designing new project activities and programs.
• Represent ISC at meetings, events, workshops, etc. on relevant topics.
• Raise ISC’s profile among donors, partners, and potential beneficiaries.
• Assist with the organization of ISC events in Asia initiated for other international programs.

Communications:
• Respond clearly and quickly to all requests and tasks from project leaders/supervisors.
• Provide regular and detailed project reports to supervisors on all key programmatic, administrative, health and security issues.
• Communicate regularly with supervisor and provide direct reports on program, staff and regional issues.
• Contribute to effective communication and outreach strategy for publicizing project activities and achievements, and ISC capabilities.
• Display cultural, gender, religion, race, nationality and age sensitivity.

Working Conditions

This position will be located in Bangkok, Thailand. Estimated travel percentage of 40% is required.

Qualifications

• Advanced (Master’s or above) degree in Environmental Sciences, Natural Resource management, Civil/Environmental Engineering, International Development, or similar, preferred.
• 10 plus years working on climate mitigation, adaptation and sustainability at urban scale preferred.
• Knowledge of or direct working experience in Asia.
• Knowledge of ecosystem and natural resource management at an international level.
• Experience working with and coordinating multilateral and government agencies, the private sector, NGOs and citizens in service to shared goals.
• Excellent writing and communication skills.
• Strong project design and proposal development skills.
• Sound strategic planning expertise and familiarity with results-based management instruments and their application
• Strong interpersonal skills; communication, leadership and diplomatic skills.
• Excellent public speaking and presentation skills.
• Ability to work under pressure, manage complex workflows, and meet deadlines.
• Ability to manage workload with minimal supervision.
• Ability to work in a multi-cultural environment.
• Excellent awareness of emerging environmental and global development trends.
• Excellent English communication skills. Oral and/or written abilities in an Asian language a plus.
• Ability to lead teams effectively and possesses good conflict resolution skills.
• Ability to set clear performance goals and standards. Executes responsibilities accordingly.
